1 <br />In the preceding months after the Variance Board’s approval of a variance to §1011.04 (Tree <br />2 <br />Preservation and Restoration in All Districts) and§1011.03 (Landscaping and Screening in All <br />3 <br />Districts), Pizza Lucé revised their building plans which resulted in their building size being <br />4 <br />reduced from 6,840 square feet to 5,560 square feet. The interior occupancy was also reduced <br />5 <br />from 300 to 227. All other site and building items remained the same. <br />6 <br />During the review of the revised building permit plans, the City Planner noted that the metal <br />7 <br />siding material being proposed for the exterior does not conform to §1005.02.F of the Zoning <br />8 <br />Code. Following is the Code section regarding exterior finished; the limitations on metal siding <br />9 <br />are highlighted: <br />10 <br />F. Materials: All exterior wall finishes on any building must be one or a combination of the <br />11 <br />following materials: face brick, natural or cultured stone, pre-colored or factory stained or <br />12 <br />stained on site textured pre-cast concrete panels, textured concrete block, stucco, glass, <br />13 <br />fiberglass, or similar materials. In addition to the above materials, accent materials, not <br />14 <br />exceeding 10% of any exterior building elevation, may include pre-finished metal, cor-ten <br />15 <br />steel, copper, premium grade wood with mitered outside corners (e.g., cedar, redwood, and <br />16 <br />fi r), or fiber cement board. Other materials of equal quality to those listed, including the use <br />17 <br />of commercial grade lap-siding in the Neighborhood Business District, may be approved by <br />18 <br />the Community Development Department. (Ord. 1435, 4-8-13; Ord. 1448, 7-8-2013) <br />19 <br />Pizza Lucé has proposed the following: <br />20 <br />21 <br />Pizza Lucé would like to deviate from the prescribed exterior material allotments in order to <br />22 <br />create a unique building that fits within their brand aesthetic while also fitting nicely within <br />23 <br />the fabric of the surrounding community. The proposed materials include brick, flat metal <br />24 <br />panels, corrugated metal and Corten steel, in addition to the generous amounts of glazing at <br />25 <br />the front and entry elevations. Many of the proposed materials are considered accent <br />26 <br />materials under the Design Standards and are therefore limited to a total of 10% at each <br />27 <br />elevation. In order to create the rich, layered aesthetic that characterizes each of Pizza <br />28 <br />Luce’s unique locations, a variety of high-quality materials has been proposed. The <br />29 <br />materials on each elevation are thoughtfully arranged to create visual interest, varying per <br />30 <br />elevation but always grounded with a wainscot of brick and additionally layered with <br />31 <br />colored box awnings, sconce lighting and a wood trellis at the outdoor dining area. Pizza <br />32 <br />Luce feels strongly that the design with the materials as proposed will create a high quality <br />33 <br />building with rich visual interest that the community will embrace. <br />34 <br />35 <br />Upon determining that the percentages of metal on all four sides of the proposed building <br />36 <br />exceeds the 10% limit of §1005.02.F, the City Planner emailed the design representative with <br />37 <br />Tanek Architects noting the discrepancy. <br />38 <br />It should be noted that the Pizza Lucé project involved a complicated and extended review <br />39 <br />process beginning with building placement on the property in accordance with §1005.02.B <br />40 <br />(Entrance Orientation), then on to §1005.02.E (Window and Door Openings), followed-up with <br />41 <br />the challenges of §1011.04 (Tree Preservation and Restoration in All Districts) and§1011.03 <br />42 <br />(Landscaping and Screening in All Districts), which culminated with the variance application <br />43 <br />necessary to support site development.
