<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes – Wednesday, January 6, 2016 <br /> <br />1. Call to Order <br />1 <br />Chair Michael Boguszewski called to order the regular meeting of the Planning Commission <br />2 <br />meeting at approximately 6:30 p.m. and reviewed the role and purpose of the Planning <br />3 <br />Commission. <br />4 <br />2. Roll Call <br />5 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />6 <br />Members Present: <br /> Chair Michael Boguszewski; Vice Chair Shannon Cunningham; Members <br />7 <br />James Daire, Robert Murphy, Chuck Gitzen, James Bull and David <br />8 <br />Stellmach <br />9 <br />Staff Present: <br /> City Planner Thomas Paschke and Senior Planner Bryan Lloyd <br />10 <br />3. Communications and Recognitions: <br />11 <br />a. From the Public (Public Comment on items not on the agenda) <br />12 <br />None. <br />13 <br />b. From the Commission or Staff <br />14 <br />City Planner Paschke noted that Members Daire and Boguszewski, in their role serving <br />15 <br />on the Zoning Notification Joint Task Force of the Community Engagement and Planning <br />16 <br />Commissions, were coordinating schedules for a meeting to finalize the Task Force’s <br />17 <br />recommendations to the City Council. <br />18 <br />At the request of Member Murphy, staff confirmed that 2016 dates for July and <br />19 <br />September had been scheduled at City Hall. <br />20 <br />Chair Boguszewski expressed appreciation on behalf of the City of Roseville and <br />21 <br />Planning Commission for Member Gitzen’s willingness to participate in online land use <br />22 <br />training sessions. With Member Gitzen’s completion of this course over the holidays, <br />23 <br />Chair Boguszewski noted that the City received a significant deduction on its insurance <br />24 <br />premium when the Planning Commission Chair and one additional Commissioner <br />25 <br />completed the course. <br />26 <br />4. Review of Minutes <br />27 <br />a. December 2, 2015 Meeting Minutes <br />28 <br />MOTION <br />29 <br />Member Cunningham moved, seconded by Member Gitzen to approve the <br />30 <br />December 6, 2016 meeting minutes as amended. <br />31 <br />Corrections: <br />32 <br /> <br />Page 8, Line 400 (Gitzen) <br /> <br />33 <br />Member Gitzen asked that the MPC employee recusing himself from this Planning <br />34 <br />File’s discussions/actions be identified as Member Stellmach, since it wasn’t <br />35 <br />acknowledged elsewhere other than in his abstention from the vote. <br />36 <br />Ayes: 7 <br />37 <br />Nays: 0 <br />38 <br />Motion carried. <br />39 <br />5. Public Hearings <br />40 <br />Chair Boguszewski reviewed the protocol for public hearings and subsequent process. <br />41 <br />a. PLANNING FILE 16-001 <br />42 <br />Request by the Gracewood Assisted Living for approval of an amendment to the <br />43 <br />Comprehensive Land Use Plan map to re-designate the property at 2025 County <br />44 <br /> <br />
