Mr. Paulson noted the <br />513 <br />development would also create additional jobs and opportunities for the broader <br />514 <br />spectrum of residents in Roseville. <br />515 <br />Chair Boguszewski asked Mr. Paulson to speak to concerns heard related to <br />516 <br />unsupervised departments of residents and how often they found that happening at their <br />517 <br />other facilities. <br />518 <br />Mr. Paulson advised that unfortunately it happened with this care level of dementia and <br />519 <br />memory care, but advised their firm used modern technologies to help mitigate that and <br />520 <br />reviewed some of those options helping to alleviate that problem. <br />521 <br />Chair Boguszewski asked Mr. Paulson to address other traffic concerns for this type of <br />522 <br />facility, such as ambulances or emergency vehicles arriving “hot” (e.g. sirens and flashing <br />523 <br />red lights). <br />524 <br />Jon Bauaer, Developer Partner with JAH, LLC, 4 Bat hill Road, Dellwood, MN 55110 <br />525 <br />Mr. Bauaer addressed this concern, noting the variables with many transports occurring <br />526 <br />without sirens or lights. <br />527 <br />Based on his experience in the emergency industry, Member Murphy noted that most <br />528 <br />emergency vehicles are now equipped, including those in Roseville, to operate and <br />529 <br />control intersections and traffic control. From living adjacent to a similar facility, Member <br />530 <br />Murphy advised that he was not experiencing that, even with use of lights legally required <br />531 <br />to warn the public, they were well-managed by emergency crews. <br />532 <br />nd <br />Ms. Jamey Bowe, River Valley Architects <br />, 1403 – 122 Street, Chippewa Falls, WI, <br />533 <br />was also present representing the development team. <br />534 <br />Public Comment <br />535 <br />Rich J. Doeschl, 2220 Midland Grove Road <br />536 <br />As a resident of Roseville since 1968 previously having resided on Ridgewood Lane <br />537 <br />close to Har Mar Mall and having relocated to a southeast unit at Midland Grove <br />538 <br />Condominiums in 2011, Mr. Doeschl noted the significant change in their experiences at <br />539 <br />those residences. With the peaceful, quiet view and lifestyle at Midland Grove, Mr. <br />540 <br />Doeschl stated he wouldn’t want to see that change. Mr. Doeschl opined that this area <br />541 <br />was basically a residential area void of commercial activities and he would prefer to keep <br />542 <br />it that way. <br />543 <br />Mr. Doeshl noted another concern is traffic, especially with young children now living at <br />544 <br />Midland Grove and waiting for the school bus at Cleveland Avenue and Midland Grove <br />545 <br />Road. Mr. Doeshl noted that parents parked on both sides of Midland Grove Road for <br />546 <br />drop-off/pick-up and expressed concern with any additional traffic from this proposed <br />547 <br />development on those children. <br />548 <br />Mr. Doeschl further opined that putting a commercial or industrial use in the midst of a <br />549 <br />residential area would serve to reduce the properties for those 174 residents living at <br />550 <br />Midland Grove Condominiums, some aged 60 to 90 years old, and their largest asset <br />551 <br />being their home’s equity. <br />552 <br />Mr. Doeschl stated he didn’t want to see any commercial development in this area, but <br />553 <br />would support single-family homes. <br />554 <br />At the request of Member Daire, Mr. Doeschl responded that he considered the proposed <br />555 <br />assisted care facility to be commercial versus residential in nature, even though Member <br />556 <br />Bull pointed out with Mr. Doeschl understanding that the request for the proposed <br />557 <br />development would mimic that of Midland Grove, HDR. <br />558 <br />Craig Stenson, 2179 Ferris Lane <br />559 <br /> <br />
