Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes Wednesday, February 3, 2016 1. Call to Order 1 Chair Michael Boguszewski called to order the regular meeting of the Planning Commission 2 meeting at approximately 6:30 p.m. and reviewed the role and purpose of the Planning 3 Commission. 4 2. Roll Call 5 At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 6 Members Present: Chair Michael Boguszewski; Commissioners James Daire, Robert 7 Murphy, Chuck Gitzen, James Bull and David Stellmach 8 Members Absent: Vice Chair Shannon Cunningham 9 Staff Present: City Planner Thomas Paschke and Senior Planner Bryan Lloyd 10 3. Communications and Recognitions: 11 a. From the Public (Public Comment on items not on the agenda) 12 None. 13 b. From the Commission or Staff 14 Chair Boguszewski provided an update on the joint task force made up of him and 15 Member Daire of the Planning Commission and Commissioners Manke and Grefenberg 16 from the City’s Community Engagement Commission (CEC) for the purpose of reviewing 17 the City’s notification process for zoning and related notices to the public and any 18 changes that may be needed. Chair Boguszewski advised that the joint task force had 19 met six times over the last six months, and were currently in the process of writing a first 20 draft of those recommendations to be presented first to the CEC and then to the 21 Planning Commission for their review before final edits and presentation to the City 22 Council. Chair Boguszewski advised that the joint task force had reviewed current 23 footage radii used, the notification process itself, and recipients of notice for particular 24 situations. Chair Boguszewski stated he would await the draft document for 25 presentation to the Planning Commission for the actual details, anticipating it would be 26 forthcoming in the next month or so. 27 Members Gitzen and Murphy asked staff for an update on the requested traffic study as 28 part of the recent rezoning request for the County Road B and Cleveland Avenue area. 29 Senior Planner Lloyd responded that the City Engineer was currently working with the 30 City’s consulting traffic engineers, S. R. F., on the scope of the study and cost for 31 approval by the applicant, with their full intent to comply with this Planning Commission 32 request and proceed with the study. Mr. Lloyd noted that at the last meeting of the 33 Commission, an extra 60-day review was requested by the City to facilitate this study. 34 Mr. Lloyd noted that he anticipated the information being available by the March 35 Planning Commission and subsequent City Council meetings. However, if additional 36 time was needed to complete the traffic study, Mr. Lloyd advised that the applicant 37 would then formally in writing request additional time (end of April) for adequate review 38 and as part of the application process. 39 4.
