<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes Wednesday, February 3, 2016 <br /> <br />1. Call to Order <br />1 <br />Chair Michael Boguszewski called to order the regular meeting of the Planning Commission <br />2 <br />meeting at approximately 6:30 p.m. and reviewed the role and purpose of the Planning <br />3 <br />Commission. <br />4 <br />2. Roll Call <br />5 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />6 <br />Members Present: <br /> Chair Michael Boguszewski; Commissioners James Daire, Robert <br />7 <br />Murphy, Chuck Gitzen, James Bull and David Stellmach <br />8 <br />Members Absent: <br />Vice Chair Shannon Cunningham <br />9 <br />Staff Present: <br /> City Planner Thomas Paschke and Senior Planner Bryan Lloyd <br />10 <br />3. From the Commission or Staff <br />14 <br />Chair Boguszewski provided an update on the joint task force made up of him and <br />15 <br />Member Daire of the Planning Commission and Commissioners Manke and Grefenberg <br />16 <br />from the City’s Community Engagement Commission (CEC) for the purpose of reviewing <br />17 <br />the City’s notification process for zoning and related notices to the public and any <br />18 <br />changes that may be needed. Chair Boguszewski advised that the joint task force had <br />19 <br />met six times over the last six months, and were currently in the process of writing a first <br />20 <br />draft of those recommendations to be presented first to the CEC and then to the <br />21 <br />Planning Commission for their review before final edits and presentation to the City <br />22 <br />Council. Chair Boguszewski advised that the joint task force had reviewed current <br />23 <br />footage radii used, the notification process itself, and recipients of notice for particular <br />24 <br />situations. Chair Boguszewski stated he would await the draft document for <br />25 <br />presentation to the Planning Commission for the actual details, anticipating it would be <br />26 <br />forthcoming in the next month or so. <br />27 <br />Members Gitzen and Murphy asked staff for an update on the requested traffic study as <br />28 <br />part of the recent rezoning request for the County Road B and Cleveland Avenue area. <br />29 <br />Senior Planner Lloyd responded that the City Engineer was currently working with the <br />30 <br />City’s consulting traffic engineers, S. R. F., on the scope of the study and cost for <br />31 <br />approval by the applicant, with their full intent to comply with this Planning Commission <br />32 <br />request and proceed with the study. Mr. Lloyd noted that at the last meeting of the <br />33 <br />Commission, an extra 60-day review was requested by the City to facilitate this study. <br />34 <br />Mr. Lloyd noted that he anticipated the information being available by the March <br />35 <br />Planning Commission and subsequent City Council meetings. However, if additional <br />36 <br />time was needed to complete the traffic study, Mr. Lloyd advised that the applicant <br />37 <br />would then formally in writing request additional time (end of April) for adequate review <br />38 <br />and as part of the application process. <br />39 <br />4.
