Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes – Wednesday, March 2, 2016 – 6:30 p.m. 1. Call to Order 1 Chair Michael Boguszewski called to order the regular meeting of the Planning Commission 2 meeting at 6:45 p.m. and reviewed the role and purpose of the Planning Commission. 3 2. Roll Call 4 At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 5 Members Present: Chair Michael Boguszewski; Vice Chair Shannon Cunningham; and 6 Commissioners James Daire, Robert Murphy, Chuck Gitzen, James Bull 7 and David Stellmach 8 Staff Present: City Planner Thomas Paschke and Senior Planner Bryan Lloyd 9 3. Communications and Recognitions 10 a. From the Public (Public Comment on items not on the agenda) 11 None. 12 b. From the Commission or Staff 13 Chair Boguszewski recognized outgoing Community Development Director Paul Bilotta 14 and thanked him for his service to the City of Roseville. 15 Mr. Bilotta introduced Kari Collins, currently serving as the Assistant to the City 16 Manager/City Clerk for the City of Roseville who will, effective March 15, 2016, begin 17 serving as the Interim Community Development Director. Mr. Bilotta noted that Ms. 18 Collins has a Masters of Urban Studies from the University of WI, and had served in the 19 past with the City of Milwaukee in charge of their Board of Zoning Appeals. 20 On behalf of the Planning Commission, Chair Boguszewski sent best wishes to Mr. 21 Bilotta and welcomed Ms. Collins as Interim Community Development Director. 22 At the request of Member Murphy, Mr. Lloyd provided a brief update on the Midland 23 Grove Road traffic study. For the benefit of the listening public, Mr. Lloyd briefly 24 introduced this topic and pending rezoning request for property northeast of County Road 25 B at Cleveland Avenue, with the proposal to facilitate an assisted living facility. Mr. Lloyd 26 noted that concerns with rezoning and possible impacts for this proposed use had 27 prompted a request by the Planning Commission and subsequent tabling of any action 28 until receipt of that traffic analysis. Mr. Lloyd anticipated completion of the traffic study 29 within the next week, but certainly in time for the April 6, 2016, Planning Commission at 30 which point the applicant can resume its review of their proposal with that information and 31 their subsequent recommendation to the City Council. 32 City Planner Thomas Paschke noted that this would be Commissioner Stellmach’s last 33 meeting on the Planning Commission with a new member scheduled to join in April. Mr. 34 Paschke thanked Commissioner Stellmach for his service on the Planning Commission. 35 Commissioner Stellmach thanked the City of Roseville for the opportunity to serve and 36 expressed his appreciation to his colleagues. 37 On behalf of the Commission, Chair Boguszewski thanked Commissioner Stellmach for 38 his excellent insight during his tenure and for his balanced point of view. 39 Chair Boguszewski reviewed the interview and appointment process scheduled for 40 completion by March 31, 2016 with Mr. Paschke. 41 At the request of Member Daire, Mr. Paschke advised that seven candidates had applied 42 to serve on the Planning Commission, with some expressing interest in multiple 43 commissions and others specifically seeking a term exclusively on the Planning 44 Commission. 45
