<br />Planning Commission Regular Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes – Wednesday, March 2, 2016 – 6:30 p.m. <br /> <br />1. Call to Order <br />1 <br />Chair Michael Boguszewski called to order the regular meeting of the Planning Commission <br />2 <br />meeting at 6:45 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br /> Chair Michael Boguszewski; Vice Chair Shannon Cunningham; and <br />6 <br />Commissioners James Daire, Robert Murphy, Chuck Gitzen, James Bull <br />7 <br />and David Stellmach <br />8 <br />Staff Present: <br /> City Planner Thomas Paschke and Senior Planner Bryan Lloyd <br />9 <br />3. From the Commission or Staff <br />13 <br />Chair Boguszewski recognized outgoing Community Development Director Paul Bilotta <br />14 <br />and thanked him for his service to the City of Roseville. <br />15 <br />Mr. Bilotta introduced Kari Collins, currently serving as the Assistant to the City <br />16 <br />Manager/City Clerk for the City of Roseville who will, effective March 15, 2016, begin <br />17 <br />serving as the Interim Community Development Director. Mr. Bilotta noted that Ms. <br />18 <br />Collins has a Masters of Urban Studies from the University of WI, and had served in the <br />19 <br />past with the City of Milwaukee in charge of their Board of Zoning Appeals. <br />20 <br />On behalf of the Planning Commission, Chair Boguszewski sent best wishes to Mr. <br />21 <br />Bilotta and welcomed Ms. Collins as Interim Community Development Director. <br />22 <br />At the request of Member Murphy, Mr. Lloyd provided a brief update on the Midland <br />23 <br />Grove Road traffic study. For the benefit of the listening public, Mr. Lloyd briefly <br />24 <br />introduced this topic and pending rezoning request for property northeast of County Road <br />25 <br />B at Cleveland Avenue, with the proposal to facilitate an assisted living facility. Mr. Lloyd <br />26 <br />noted that concerns with rezoning and possible impacts for this proposed use had <br />27 <br />prompted a request by the Planning Commission and subsequent tabling of any action <br />28 <br />until receipt of that traffic analysis. Mr. Lloyd anticipated completion of the traffic study <br />29 <br />within the next week, but certainly in time for the April 6, 2016, Planning Commission at <br />30 <br />which point the applicant can resume its review of their proposal with that information and <br />31 <br />their subsequent recommendation to the City Council. <br />32 <br />City Planner Thomas Paschke noted that this would be Commissioner Stellmach’s last <br />33 <br />meeting on the Planning Commission with a new member scheduled to join in April. Mr. <br />34 <br />Paschke thanked Commissioner Stellmach for his service on the Planning Commission. <br />35 <br />Commissioner Stellmach thanked the City of Roseville for the opportunity to serve and <br />36 <br />expressed his appreciation to his colleagues. <br />37 <br />On behalf of the Commission, Chair Boguszewski thanked Commissioner Stellmach for <br />38 <br />his excellent insight during his tenure and for his balanced point of view. <br />39 <br />Chair Boguszewski reviewed the interview and appointment process scheduled for <br />40 <br />completion by March 31, 2016 with Mr. Paschke. <br />41 <br />At the request of Member Daire, Mr. Paschke advised that seven candidates had applied <br />42 <br />to serve on the Planning Commission, with some expressing interest in multiple <br />43 <br />commissions and others specifically seeking a term exclusively on the Planning <br />44 <br />Commission. <br />45 <br /> <br />
