Regular Planning Commission Meeting <br />Minutes – Wednesday, March 2, 2016 <br /> <br />Page 10 <br />In response, Chair Boguszewski asked staff to address the nature and intent of <br />452 <br />easements as previously discussed tonight during staff’s presentation; location of interior <br />453 <br />lines on the south side of southern lots intended for the drainage system itself and how <br />454 <br />stormwater management was handled under current code requirements. <br />455 <br />Chair Boguszewski also asked Mr. Knaeble to review the intended purpose and expected <br />456 <br />effect of the proposed infiltration pond. <br />457 <br />Mr. Knaeble did so, noting that after meeting with the neighborhood in December, it was <br />458 <br />clear that much of that landlocked area didn’t currently drain well at all. Fortunately, Mr. <br />459 <br />Knaeble advised that it was found to be a sandy soil area allowing water to percolate into <br />460 <br />the ground, but unfortunately the neighbor previously identified still experienced standing <br />461 <br />water issues with a large garage or storage shed on site. Therefore, Mr. Knaeble advised <br />462 <br />that the intent of the infiltration pond was to improve existing conditions; and while unable <br />463 <br />to resolve all, Mr. Knaeble stated his anticipation that it will alleviate some of the <br />464 <br />problems. Mr. Knaeble further clarified that their project’s stormwater system in the street <br />465 <br />will run a line back to a catch basin system and pipes to pick up that drainage from the <br />466 <br />back and solve a vast majority of the issues. Mr. Knaeble noted it would be a combination <br />467 <br />of systems and with the capacity to be built into the new design should address overflow <br />468 <br />to the storm sewer system. <br />469 <br />For the benefit of the last speaker, and neighbors, Chair Boguszewski reiterated that the <br />470 <br />proposed stormwater management system should improve not only the 686 parcel but <br />471 <br />other properties as well experiencing existing drainage problems. <br />472 <br />At the request of Member Bull, Mr. Knaeble confirmed that existing drainage issues <br />473 <br />would be mitigated to a great extent. <br />474 <br />C <br />hair Boguszewski closed the public hearing at 8:20 p.m. <br />475 <br />Commission Discussion/Deliberation – Rezoning Request <br />476 <br />As stated by one public speaker tonight, Chair Boguszewski repeated that the city didn’t <br />477 <br />own the land, but it was privately owned; and the role of the city and Planning <br />478 <br />Commission was to ensure the proposed development didn’t cause harm to adjacent <br />479 <br />properties. While an option would be for the city to purchase the property for park/open <br />480 <br />space, Chair Boguszewski noted that realistically he didn’t see that happening. Chair <br />481 <br />Boguszewski noted the changes in land use that may differ from what neighbors become <br />482 <br />accustomed to over the years; but with private property development becomes inevitable <br />483 <br />in time and will not remain status quo. For these eleven lots, Chair Boguszewski stated <br />484 <br />that he found the proposed development to be consistent with the nature and character of <br />485 <br />the adjacent parcels generally in keeping with the existing neighborhood., and about as <br />486 <br />good as can be hoped for with redevelopment. <br />487 <br />MOTION <br />488 <br />Member Murphy moved, seconded by Member Bull to recommend to the City <br />489 <br />Council approval of the proposed REZONING of Ramsey County PIN 02-29-23-44- <br />490 <br />0065 from LDR-1 to LDR-2, based on the comments and findings; as detailed in the <br />491 <br />staff report dated March 2, 2016. <br />492 <br />Chair Boguszewski spoke in support of the motion, and even though the lots will be <br />493 <br />smaller in moving from LDR-1 to LDR-2, he stated that he didn’t find it to be of major <br />494 <br />concern based on the staff clarification at the request of Member Daire as to the square <br />495 <br />footage required and inability for a developer to sneak in with larger dwelling units. <br />496 <br />Member Stellmach spoke in support of the rezoning; and based on his on-site <br />497 <br />observation of the site, opined that the proposal was in keeping with the other homes <br />498 <br />along Dale Street and similar to adjacent uses. <br />499 <br />Member Gitzen agreed in his support of the motion and also expressed support for the <br />500 <br />diversity of housing options on these smaller lots, adding to the available choices in <br />501 <br />Roseville. <br />502 <br /> <br />
