Regular Planning Commission Meeting <br />Minutes – Wednesday, March 2, 2016 <br /> <br />Page 12 <br />anticipating some traversing east and west with the extension of Wheaton Avenue. <br />556 <br />Overall, Member Bull stated his support of support of the proposal. <br />557 <br />Member Stellmach stated his preference for a curved street from an aesthetic and safety <br />558 <br />standpoint; and agreed that it would be awkward to go from a 28’ to a 32’ wide street. <br />559 <br />Member Stellmach opined that a 32’ width may be a better match for the neighborhood <br />560 <br />and therefore, stated his support for the proposal accordingly. <br />561 <br />Member Murphy noted that the Commission hadn’t heard any petitions from the <br />562 <br />neighbors for wider streets and more on-street parking. Member Murphy spoke in support <br />563 <br />of a curved road and 32’ width for safety, and to avoid any future regrets. Member <br />564 <br />Murphy spoke in support of the proposal accordingly. Member Murphy opined that <br />565 <br />painting fog lines 6’ from the curb would further define drive lanes and act as a second <br />566 <br />traffic calming strategy in the immediate area. <br />567 <br />Chair Boguszewski stated that he could find no fault in someone attempting to reduce the <br />568 <br />amount of impervious surfaces, and asked if a default was created if parking was allowed <br />569 <br />on both sides of a wider street, or if language limited parking to one side could overcome <br />570 <br />any potential default if stated explicitly. <br />571 <br />Mr. Lloyd clarified that the subdivision code stated that a 32’ wide roadway allowed for <br />572 <br />parking on both sides. <br />573 <br />Chair Boguszewski suggested revising the language of Condition C in the staff report as <br />574 <br />follows (lines 275 – 279): <br />575 <br />“The width of the proposed street shall not be less than 32’\[.\]” \[If the street <br />576 <br />is approved narrower than 32’, the street shall expand/taper on the north <br />577 <br />side at its tie-in point with the existing section of Wheaton Avenue to the <br />578 <br />west, parking shall be prohibited on the north side of the street, and the <br />579 <br />applicant shall be responsible for installing “no parking” signage as <br />580 <br />required.\] <br />581 <br />Member Bull expressed appreciation for the efforts of the developer to address not only <br />582 <br />new but existing drainage and improvements as proposed. <br />583 <br />MOTION <br />584 <br />Member Cunningham moved, seconded by Member Murphy to recommend to the <br />585 <br />City Council approval of the proposed Wheaton Woods PRELIMINARY PLAT of the <br />586 <br />Ramsey County PIN’s 02-29-23-44-0065, 006, and 0067, based on the comments <br />587 <br />and findings, and conditions as detailed in the staff report dated March 2, 2016; <br />588 <br />amended as follows: <br />589 <br /> <br /> Condition C – Revise to read: ““The width of the proposed street shall not be <br />590 <br />less than 32’\[.\]” \[If the street is approved narrower than 32’, the street shall <br />591 <br />expand/taper on the north side at its tie-in point with the existing section of <br />592 <br />Wheaton Avenue to the west, parking shall be prohibited on the north side of <br />593 <br />the street, and the applicant shall be responsible for installing “no parking” <br />594 <br />signage as required.\] <br />595 <br /> <br /> Condition E (lines 285-286): delete in its entirety. <br />596 <br />Ayes: 7 <br />597 <br />Nays: 0 <br />598 <br />Motion carried. <br />599 <br />Chair Boguszewski noted this proposal was scheduled to go before the City Council at <br />600 <br />their March 28, 2016 meeting. <br />601 <br />Recess <br />602 <br />Chair Boguszewski recessed the meeting at 8:40 p.m. and reconvened at approximately 8:47 p.m. <br />603 <br /> <br />
