Variance Board Meeting <br />Minutes – Wednesday, October 7, 2015 <br />Page 2 <br />Member Gitzen noted that the proposed sign appears lower than the former Romano’s Macaroni <br />44 <br />Grill sign, but would still be above the roof line. <br />45 <br />Mr. Paschke concurred, noting that it was still interpreted by staff as a wall sign even though <br />46 <br />extending above the roof, but still would be well below much of the surrounding area on site and <br />47 <br />their respective signs. <br />48 <br />Member Daire observed that as proposed, the Rojo sign would be somewhat shielded by trees in <br />49 <br />front between the building façade and parking lot, with Mr. Paschke agreeing with that statement, <br />50 <br />but opining the photos were also somewhat distorted from the reality of the lot. If the sign was <br />51 <br />reduced to fit into the present space directly over the entrance, Member Daire opined that would <br />52 <br />prove less favorable than was being proposed by the applicant for construction as proposed. <br />53 <br />From his perspective, Chair Murphy opined that the sign appeared to be obstructed by the trees <br />54 <br />in front of it. <br />55 <br />Applicant Representative, Tyler Kavanaugh, AIA, Cunningham Group, Inc. <br />56 <br />Speaking to the tree obstruction issue, Mr. Kavanagh advised that other than one remaining tree, <br />57 <br />those in back had been removed that were directly in front of the freezer/cooler, and would be <br />58 <br />replaced with lower landscaping materials. While the front tree may obstruct the sign somewhat, <br />59 <br />Mr. Kavanagh stated that it didn’t obstruct as much as it had been from the entire east entrance <br />60 <br />as the mall was extended after the Macaroni Grill was in place. <br />61 <br />At the request of Member Daire, Mr. Kavanagh confirmed that the “Rojo” portion of the sign would <br />62 <br />be a box light sign in red with the “Mexican Grill” portion of the sign of acrylic push-through in less <br />63 <br />of a glowing white. At the further request of Member Daire, Mr. Kavanagh confirmed that the <br />64 <br />former Macaroni Grill sign had been illuminated and had since been removed. <br />65 <br />Chair Murphy closed the Public Hearing at 5:54 p.m.; no one spoke for or against. <br />66 <br />Member Gitzen spoke in support of the requested variance and with staff’s analysis of the <br />67 <br />request. <br />68 <br />MOTION <br />69 <br />Member Gitzen moved, seconded by Member Daire to approve VB Resolution No. 116 <br />70 <br />(Attachment D) entitled, “A Resolution Approving VARIANCES to Roseville City Code, <br />71 <br />Sections 1010.03.C.4 (Prohibited Signs) and 1010.03.C.8, at 1705 Highway 36, Rosedale <br />72 <br />Mall #668, Rojo Mexican Grill (PF15-020).” <br />73 <br />Ayes: 3 <br />74 <br />Nays: 0 <br />75 <br />Motion carried. <br />76 <br />5.
