Variance Board Meeting
Minutes – Wednesday, November 4, 2015
Page 2
additional flexibility along with today’s design standards should meet the expectations of
43
single-family homeowners looking to develop this lot as well.
44
Applicant Representative, Steve Zawadski, Principle with Zawadski Homes
45
Mr. Zawadski confirmed the summary provided by Mr. Paschke, and as outlined in his
46
written narrative dated September 29, 2015 included as part of the meeting packet. Mr.
47
Zawadski noted that, obviously Mr. Zawadski noted Ms. Kaufman preferred not to have
48
two new single-family homes next to her (Lots 9 and 10) in the future. Specific to her
49
parcels, Mr. Zawadski advised that the intent of Ms. Kaufman was for the addition to her
50
parcel would not be built on but serve as additional green space.
51
Ms. Kaufman was also present in the audience.
52
Chair Murphy closed the Public Hearing at 5:47 p.m.; no one spoke for or against.
53
Chair Murphy opined this request left the City and Ms. Kaufman with a better situation
54
and property sizes by granting this variance, and therefore would support it.
55
Member Gitzen agreed, and with Mr. Paschke’s responses to his prior questions, it
56
clarified his interpretation and understanding of the request; and therefore would also
57
support it.
58
Member Daire noted considerably different standards today for lakeshore development
59
and urban homes adjacent to a lakeshore than those back in 1918. Member Daire
60
opined that this seemed to be a reasonable approach and solution for two two-narrow
61
and too-small lots, much different than today’s environment; and therefore seemed like a
62
reasonable proposal that he could support.
63
MOTION
64
Member Daire moved, seconded by Member Gitzen to approve VB Resolution No.
65
117 (Attachment D) entitled, “A Resolution Approving 25’ Lot Width Variances to
66
Roseville City Code, Sections 1103.06.H. (Lot Standards) and 1017.14 (Shoreland
67
Lot Standards), at 375 S Owasso Boulevard (PF15-021);” creating a 25’ and 75’
68
variance to allow creation of a 75’ wide residential parcel of land, to allow the three
69
lots of record to be platted into one lot of substandard width with the remainder to
70
be combined with the adjacent property generally addressed as 375 S Owasso
71
Boulevard, subject to comments and findings outlined in the staff report dated
72
November 4, 2015 and conditioned as noted.
73
Ayes: 3
74
Nays: 0
75
Motion carried.
76
5. Adjournment
77
Chair Murphy adjourned the meeting at approximately 5:53 p.m.
78
