Variance Board Meeting <br />Minutes – Wednesday, November 4, 2015 <br />Page 2 <br />additional flexibility along with today’s design standards should meet the expectations of <br />43 <br />single-family homeowners looking to develop this lot as well. <br />44 <br />Applicant Representative, Steve Zawadski, Principle with Zawadski Homes <br />45 <br />Mr. Zawadski confirmed the summary provided by Mr. Paschke, and as outlined in his <br />46 <br />written narrative dated September 29, 2015 included as part of the meeting packet. Mr. <br />47 <br />Zawadski noted that, obviously Mr. Zawadski noted Ms. Kaufman preferred not to have <br />48 <br />two new single-family homes next to her (Lots 9 and 10) in the future. Specific to her <br />49 <br />parcels, Mr. Zawadski advised that the intent of Ms. Kaufman was for the addition to her <br />50 <br />parcel would not be built on but serve as additional green space. <br />51 <br />Ms. Kaufman was also present in the audience. <br />52 <br />Chair Murphy closed the Public Hearing at 5:47 p.m.; no one spoke for or against. <br />53 <br />Chair Murphy opined this request left the City and Ms. Kaufman with a better situation <br />54 <br />and property sizes by granting this variance, and therefore would support it. <br />55 <br />Member Gitzen agreed, and with Mr. Paschke’s responses to his prior questions, it <br />56 <br />clarified his interpretation and understanding of the request; and therefore would also <br />57 <br />support it. <br />58 <br />Member Daire noted considerably different standards today for lakeshore development <br />59 <br />and urban homes adjacent to a lakeshore than those back in 1918. Member Daire <br />60 <br />opined that this seemed to be a reasonable approach and solution for two two-narrow <br />61 <br />and too-small lots, much different than today’s environment; and therefore seemed like a <br />62 <br />reasonable proposal that he could support. <br />63 <br />MOTION <br />64 <br />Member Daire moved, seconded by Member Gitzen to approve VB Resolution No. <br />65 <br />117 (Attachment D) entitled, “A Resolution Approving 25’ Lot Width Variances to <br />66 <br />Roseville City Code, Sections 1103.06.H. (Lot Standards) and 1017.14 (Shoreland <br />67 <br />Lot Standards), at 375 S Owasso Boulevard (PF15-021);” creating a 25’ and 75’ <br />68 <br />variance to allow creation of a 75’ wide residential parcel of land, to allow the three <br />69 <br />lots of record to be platted into one lot of substandard width with the remainder to <br />70 <br />be combined with the adjacent property generally addressed as 375 S Owasso <br />71 <br />Boulevard, subject to comments and findings outlined in the staff report dated <br />72 <br />November 4, 2015 and conditioned as noted. <br />73 <br /> Ayes: 3 <br />74 <br />Nays: 0 <br />75 <br />Motion carried. <br />76 <br />5.
