2.Minimum Lighting Levels: Energy efficient lightingsystems shall be employed for all <br />16 <br />exterior lighting.Minimum lighting levels, measured at a height of 5 feetabove the grade, for <br />17 <br />parking facilities shall be as follows: <br />18 <br />a.Covered Parking Facilities (Day): <br />19 <br />i. General parking and pedestrian areas: 5foot-candles <br />20 <br />ii. Ramps/corners: 10 foot-candles <br />21 <br />iii. Entrances/exits: 50 foot-candles <br />22 <br />iv. Stairwells: 20 foot-candles <br />23 <br />b.Covered Parking Facilities (Night): <br />24 <br />i. General parking and pedestrian areas: 5foot-candles <br />25 <br />ii. Vehicle use areas:1 foot-candle <br />31 <br />City Code §1019.11.I (Lighting)states the following: <br />32 <br />Lighting: <br />I. Required parking areas for six or more vehiclesshall provide an average <br />33 <br />horizontal illumination between 0.4and 1.0 foot-candle. The average horizontal illumination <br />34 <br />inall parking ramps shall be 1.0 foot-candle.Any illumination,whether affixed to a building <br />35 <br />or otherwise, within a lot in anyresidential district, shall not be permitted to beam beyond <br />36 <br />the lot lines wherein it is located. <br />37 <br />Proposed Amendment <br />38 <br />The discrepancy staff encountered isthat §1011.11.Erequires a minimum of .9 foot-candles in <br />39 <br />general parking and pedestrian areas and a full foot-candle in vehicle use areas, while §1019.11.I <br />40 <br />supports a 0.4 to 1.0 foot-candle range. <br />41 <br />Staff discussed the issue with a few lighting consultants and found they preferredthe range found <br />42 <br />in §1019.11.Ibecauseit supports adequate lighting for pedestrians and vehicles, whereas <br />43 <br />§1011.11.Ecouldbe considered excessive, especially in the vehicle use areas near a building. <br />44 <br />The requirement in §1011.11.Ecould also cause unwelcome light spillage onto other properties. <br />45 <br />bold <br />The proposed amendments are shown in andtext deletions shown in strikethrough.Note <br />46 <br />that to track the proposed changes in this way, the amendments have been prepared using <br />47 <br />Microsoft Word and so will not have the same formatting as any final adopted amendments to <br />48 <br />the Zoning Code as developed with Adobe InDesign. <br />49 <br />§1011.11.E.2.c.
