Regular Planning CommissionMeeting <br />Minutes –Wednesday, June 4, 2014 <br />Page 23 <br />everythingbefore page 12 (food trucks) in the RCA, but table Performance Standards for <br />1121 <br />Food Trucks until a later date. <br />1122 <br />Members noted other proposed changes as previously discussed. <br />1123 <br />Member Cunningham expressed her concerns on page 9, Item C related to Design <br />1124 <br />Standards and suggested including similar language as in Item D, “…as approved <br />1125 <br />by the Community Development Department;”which was approved by consensus <br />1126 <br />of the body. <br />1127 <br />Mr. Paschke suggested removal of “…per Resolution 11015” from page 9, Item B – <br />1128 <br />Environmental Review Requirement; approved by consensus of the body. <br />1129 <br />With consensus of the body, Member Murphy suggested striking all references to <br />1130 <br />Food Trucks, (Page 12 –Property Performance Standards), b.; with Member <br />1131 <br />Stellmach noting the need to also strike references for food trucks from the Table <br />1132 <br />1005-1 (pages 6 –7). <br />1133 <br />Further discussion ensued related to “Accessory Dwelling Units” in Table 1005-1 <br />1134 <br />(page 6), and rationale for making the CMU District more restrictive, with final <br />1135 <br />consensus to leave the “Standards” blank versus the current “Y.” <br />1136 <br />Regarding rational of excluding “Student Housing” as a permitted use in the CMU District, <br />1137 <br />Mr. Paschke advised that the intent was to keep uses as tax producing as the area <br />1138 <br />redeveloped rather than seeing those properties have the potential to become tax <br />1139 <br />exempt. <br />1140 <br />MOTION <br />1141 <br />Member Murphymoved, seconded by Member Cunningham to recommend to the <br />1142 <br />City Council APPROVAL of the proposed TEXT AMENDMENTS to Sections 1001 <br />1143 <br />Definitions, Table 1005-1, and Section 1011.12E Property Performance Standards <br />1144 <br />of the Roseville Zoning Ordinance; based on the comments and findings in <br />1145 <br />Sections 4 –6 of the staff report dated June 4, 2014; <br />amended as follows: <br />1146 <br />Page 9, Section 1005.07.B –Environmental Review Requirement, capitalizethe <br />1147 <br />“V” of “voluntary; <br />1148 <br />Strike “per Resolution 11015” on page 9 of 13, Section B –Environmental <br />1149 <br />Review Requirement of Section 1005.07 CMU District <br />1150 <br />Page 9, Item C, include similar language at the end as in Item D, “…as <br />1151 <br />approved by the Community Development Department.” <br />1152 <br />Page 11, Item D –Specific Standards and Criteria (for conditional use), under <br />1153 <br />Proposed Procedures Amendments, under Item 37.b., correct last line from 51’ <br />1154 <br />to 61’; <br />1155 <br />Strikeall references to Food Trucks, (Page 12 –Property Performance <br />1156 <br />Standards), letter b.; <br />1157 <br />Strike references for food trucks from the Table 1005-1 (pages 6 –7); <br />1158 <br />Accessory Dwelling Units” in Table 1005-1 (page 6), leave the “Standards” <br />1159 <br />blank versus the current “Y.” <br />1160 <br />Ayes: 6 <br />1161 <br />Nays: 0 <br />1162 <br />Motion carried. <br />1163 <br />Chair Gisselquist asked that staff return to next month’s meeting with additional <br />1164 <br />information on issues related to food trucks. <br />1165 <br />This case istentativelyscheduled to be heard at the City Council on June 23, 2014. <br />1166 <br /> <br />
