While these details are essential parts of a <br />49 <br />preliminary plat application, the Planning Commission is not asked to review and digest such <br />50 <br />engineering-related plans; instead, actions by the Planning Commission and the City Council <br />51 <br />typically include conditions that such plans must ultimately meet the approval of Public Works <br />52 <br />staff. <br />53 <br />City Code §1011.04 (Tree Preservation) specifies that an approved tree preservation plan is a <br />54 <br />necessary prerequisite for approval of a preliminary plat. A tree survey has been provided which <br />55 <br />identifies the trees on the property as well as the trees which are likely to be removed, based on <br />56 <br />the current grading plan and generalized locations houses and driveways. While the essential <br />57 <br />information has been provided, the final tree preservation plan depends upon the final grading <br />58 <br />plan, which may not be finalized until the final plat; for this reason, it is prudent to proceed with <br />59 <br />review and possible approval of the preliminary plat with the condition that a final tree <br />60 <br />preservation be approved concurrent with the final plat. <br />61 <br />Roseville’s Development Review Committee (DRC) met on June 12 and 19, 2014 to discuss this <br />62 <br />application. Beyond the above comments pertaining to the zoning code, the DRC had a question <br />63 <br />about the large berm shown in the northeast corner of the current version of the plan, but has <br />64 <br />come to understand that the berm will not be a part of the final plans. <br />65 <br />The zoning code presently requires front-facing garage doors of new homes to be set back five <br />66 <br />feet further from the front property line than the bulk of the residential structure; the proposed <br />67 <br />homes, as represented in the preliminary plat materials, do not meet this requirement The home <br />68 <br />pads on the plat shown should be considered illustrative and not an indication of any approval on <br />69 <br />buildings or their layout which is a building permit approval issue. <br />70 <br />At its meeting of May 6, 2014, Roseville’s Parks and Recreation Commission reviewed a <br />71 <br />preliminary plat of the subject propertyagainst the park dedication requirements of §1103.07 of <br />72 <br />the City Code and recommended a dedication of cash in lieu of land. Since the subject property <br />73 <br />comprises three existing residential parcels, the proposed five-lot plat would create two new <br />74 <br />building sites. The 2014 Fee Schedule establishes a park dedication amount of $3,500 per <br />75 <br />residential unit; for the two, newly-created residential lots the total park dedication would be <br />76 <br />$7,000, to be collected prior to recording an approved plat at Ramsey County. <br />77 <br />PC <br />UBLICOMMENT <br />78 <br />At the time this report was prepared, Planning Division staff has received comments from one <br />79 <br />nearby homeowner, who was a former owner of the subject site. This individual expressed <br />80 <br />concerns about the proposed development of the property because his understanding prior to <br />81 <br />selling the property many years ago was that the property could not be developed in the proposed <br />82 <br />fashion due to poor soil conditions and the past filling of a wetland. <br />83 <br />RA <br />ECOMMENDEDCTION <br />84 <br />By motion, recommend approval of the proposed preliminary plat <br />of the property at 301-303 <br />85 <br />South Owasso Boulevard, based on the comments and findings of this report, and subject to the <br />86 <br />following conditions: <br />87 <br />a.The Public Works Department shall approve easements, rights-of-way, grading and <br />88 <br />drainage, and public utility requirements as necessary to meet the applicable standards <br />89 <br />prior to the approval of the final plat or permits for site improvements; and <br />90 <br />PF14-016_RPCA_070914 <br />Page 3 of 4 <br /> <br />
