07/09/2014
Agenda Date:
REQUEST FOR PLANNING COMMISSION ACTION5b
Agenda Item:
Division Approval Agenda Section
PH
UBLICEARINGS
Project File 0001, Subdivision Ordinance:
Item Description: Request by the Community
Development Department to begin the discussion of amending in its
entirety Title 11, Subdivision, of the City Code
(PROJ-0001).
B
ACKGROUND
In recent months, Planning Division staff has introduced the idea that a rewritten subdivision
code would be presented for public hearing and review. Included with this report as Attachment
A, is a very rough draft of the proposed new subdivision code. No time has yet been given to the
margins, spacing, outline numbering, or other formatting elements of the document. And the
bulk of the proposed subdivision text is present in draft form for the purposes of beginning the
discussion in earnest and gauging the Commission’s preferences for how to proceed.
PZTC
ROPOSEDONINGEXT HANGES
The revision to the subdivision code will be much like the 2010 revision of the zoning code; the
changes to the content and organization are so broad that a typical track-changes proposal is
impossible. Instead the existing subdivision code is included with this report as Attachment B as
a reference to compare the proposed draft against.
Broadly speaking, the changes are to reorganize the subdivision code to be consistent with the
organization of the zoning code, to eliminate requirements presently in the subdivision code but
unrelated to subdividing land, and revising the procedures for the various types of subdivisions
provided for in the code.
The draft ordinance is still under internal staff review and therefore significant changes could
still occur. For that reason, staff is looking for larger policy level feedback rather than a detailed
discussion of the text. This meeting is largely intended to get preliminary feedback as to
whether the overall direction is correct.
R
ECOMMENDATION
Open the public hearing and begin discussing the proposed revision of the subdivision code,
provide additional direction for Planning Division to continue refining the draft, and continue the
public hearing at the August Planning Commission meeting.
Prepared by: Senior Planner Bryan Lloyd
651-792-7073 | bryan.lloyd@ci.roseville.mn.us
Attachments: A: Proposed draft subdivision code
Existing subdivision code
B:
PROJ0017_RPCA_Rewrite_070914
