ATHLETIC FIELD: An outdoor facility developed as a baseball diamond, softball diamond, soccer <br />field, football field, lacrosse field, or other surface for conducting outdoor recreational activities. <br />AWNING: See CANOPY. <br />BASEMENT: That portion of a building which is wholly or partly below ground level. <br />BED AND BREAKFAST ESTABLISHMENT: A private residence that rents rooms as temporary <br />lodging and which is the principal residence of the operator. <br />BERM: A land alteration where fill is added to the surface of the ground in order to create a earthen <br />mound or hill generally used in conjunction with walls, fences, or plant material to screen one parcel of <br />land from another or from a street. <br />BLOCK: A tract of land bounded by streets, or by a coinbination of streets and public parks, <br />cemeteries, railroad rights-of-way, or shorelines of waterways. A block inay be located in part beyond <br />the boundary lines of the corporate limits of the City. <br />BINGO HALL: A principal or accessory use of a structure or property to operate a bingo hall licensed <br />under Chapter 304 of this Code and MN Stat 349.164. <br />BOARDER: See ROOMER. <br />BODY SHOP: See MOTOR VEHICLE REPAIR. <br />BOULEVARD: That portion of a street right-of-way between the curbline and property line. <br />BOUTIQUE SALE (RESIDENTIAL): The sale of handcrafted items conducted on residential <br />premises, where the items sold are made by the occupant of the premises at which the sale takes place, <br />or by friends of such occupant, and where the sale is conducted by said occupant or friends of such <br />occupant and not by an agent or any other person to whom a commission, fee, or salary is paid. Items <br />for sale shall be made in the home and not purchased for resale from any retail or wholesale business <br />source nor received on consignment for the purpose of resale. <br />BUILDING: A structure with a permanent location on the land, enclosed by walls and having a roof <br />that may provide shelter, support, protection or enclosure of persons, animals, or property of any kind. <br />BUILDING, ATTACHED: A building joined to another building or structure by a shared wall. <br />BUILDING, DETACHED: A building surrounded on all sides by open space on the same lot <br />BUILDING, MIXED-USE: A building that houses multiple uses, which may include residential and <br />nonresidential uses. <br />BUILDING, NONRESIDENTIAL: A building that houses no residential uses, with the possible <br />exception of a caretaker's dwelling. <br />BUILDING, PRINCIPAL: A building in which is conducted the principal use of the lot on which it is <br />located. <br />BUILDING, RESIDENTIAL: A building which is arranged, designed, used or intended to be used for <br />residential occupancy by one or more fainilies or lodgers, and which includes, but is not limited to, the <br />following types multiple-family dwelling, single-family attached dwellings, single-family detached <br />dwellings, and two-family detached dwellings. <br />BUILDING COMPLEX: A group of two or more buildings, planned or developed in a joint manner <br />with shared parking facilities, regardless of whether such buildings or uses are located on the same lot <br />or parcel. <br />BUILDING HEIGHT: The vertical dimension measured from the average elevation of the approved <br />grade at the front of the building to the highest point of the roof in the case of a flat roof, to the deck <br />line of a mansard roof, and to the midpoint of the ridge of a gable, hip, or gambrel roof. (For purposes <br />of this definition, the average height shall be calculated by using the highest ridge and its attendant <br />eave. The eave point used shall be where the roof line crosses the side wall.) In the case of alterations, <br />additions or replacement of existing buildings, height shall be measured from the natural grade prior to <br />construction. <br />BUILDING MATERIALS SALES: An establishment that sells or rents building supplies, construction <br />equipment, or home decorating fixtures and accessories.
