Regular Planning CommissionMeeting <br />Minutes – Wednesday, September 2, 2015 <br />Page 29 <br />Chair Boguszewski responded that commissioners had previously discussed that and <br />1431 <br />noted the individual work and research done by Member Stellmach in advance of <br />1432 <br />tonight’s meeting and recommendations incorporated by staff based on those efforts. <br />1433 <br />Chair Boguszewski suggested another may be a work session limited to this item to avoid <br />1434 <br />a process that delayed things another year, but allowing productive and thoughtful review <br />1435 <br />of this issue in addition to balancing it with the other land use cases coming before the <br />1436 <br />commission.Chair Boguszewski noted one example of the process would be more <br />1437 <br />detailed discussion with the commission charged to balance business and residential <br />1438 <br />interests, opining that the City Council should find it of value for the commission to work <br />1439 <br />with staff andedit thoughts and whys in the commission’s determinations or at least the <br />1440 <br />rationale in their recommendations.If submitted individually, Chair Boguszewski <br />1441 <br />suggested at a minimum that staff assemble those individual comments to inform further <br />1442 <br />discussion ofthe whole body. <br />1443 <br />Member Murphy sought further direction on how best to pursue the process or what to do <br />1444 <br />differently. <br />1445 <br />Community Development Director Bilotta noted that a lot of effort has gone into theTwin <br />1446 <br />Lakes Redevelopment Area for decades, not just this year; and while it seems like the <br />1447 <br />end is near for this issue, there remained many voices and ideas.Mr. Bilotta clarified that <br />1448 <br />the onus was not entirely on the Planning Commission or public comments held at the <br />1449 <br />Public Hearing, noting that the City Council had also gone through a lot of the proposed <br />1450 <br />uses line by line and were now at a point where they were seeking the Commission to <br />1451 <br />weigh in once again.Therefore, Mr. Bilotta assured commissioners that an additional <br />1452 <br />month would not prove problematic, but clarified that another six months may be harmful. <br />1453 <br />Mr. Bilotta noted that it was unfortunate that tonight’s agenda had so many land use <br />1454 <br />cases in addition to this internal document.However, he expressed appreciation of the <br />1455 <br />comments and discussion, as well as the public process and public comment. Mr. Bilotta <br />1456 <br />did opine, however, that good decisions are not possible after such an agenda and at this <br />1457 <br />late hour. <br />1458 <br />Mr. Bilotta suggested the option to continue the Public Hearing and discussion to the <br />1459 <br />October meeting, or scheduling a Special Meeting for only this issue before the next <br />1460 <br />Regular Planning Commission meeting. <br />1461 <br />Chair Boguszewski questioned if that option would allow additional public comment at the <br />1462 <br />next regular Commission meeting. <br />1463 <br />Member Cunningham noted she had numerous suggested changes beyond staff’s hard <br />1464 <br />work to-date, and suggested doing individual homework and having the opportunity to <br />1465 <br />share those suggestions as a group before officially voting on it. <br />1466 <br />Member Murphy suggested inviting the City Council for a joint discussion as well, such as <br />1467 <br />a Worksession of the two bodies before going their separate ways with varying ideas. <br />1468 <br />Chair Boguszewski opined that each City Councilmember had the opportunity to view <br />1469 <br />Commission meetings, as the Commission did for City Council meetings; and while loving <br />1470 <br />the idea of a joint meeting, questioned if it was realistically feasible.Chair Boguszewski <br />1471 <br />opined that it was the charge to the Commission to make recommendations and send it <br />1472 <br />back to the City Council allowing for another level of scrutiny. <br />1473 <br />Further discussion ensued regarding the process to complete this review, whether <br />1474 <br />individually or corporately and how to gain consensus on each line item that could prove <br />1475 <br />extensive and the advantages and disadvantages of a Special Planning Commission <br />1476 <br />meeting and concern that public comment would be part of that process as well. <br />1477 <br />Mr. Bilotta advised that public comment could be part of a Special Meeting as long as <br />1478 <br />appropriately noticed, and if commissioners were all in agreement, there was no need to <br />1479 <br />spend additional time tonight on the discussion.Mr. Bilotta suggested that individual <br />1480 <br />commissioners submit typographical errors to staff prior to the Special Meeting to allow <br />1481 <br />for more substantial discussion on technical issues and actual uses as that meeting. <br />1482 <br /> <br />
