Attachment D <br />Attachment B <br />4.Exempt: <br />139 <br />In lieu of one of the above classifications, an inventoried tree may be classified as <br />140 <br />“Exempt” if a registered forester or certified arborist certifies that one or more of <br />141 <br />the following conditions are met: <br />142 <br />a.The tree is identified as an Invasive Species and must be removed. <br />143 <br />b.The tree suffers from a major insect or pathological problem that cannot be <br />144 <br />resolved; <br />145 <br />c.The tree is experiencing extensive decay or hollow; or <br />146 <br />d.The tree has suffered damage or is in poor condition such that it has a life <br />147 <br />expectancy of less than ten (10) years. <br />148 <br />F.Incentive Multipliers <br />149 <br />To incentivize the protection and preservation of the most important trees within the <br />150 <br />community, the following incentive multipliers are to be used against the net <br />151 <br />preservation or loss shown on a tree preservation plan as required in Section <br />152 <br />1011.04(G): <br />153 <br />1. <br />Heritage Trees: 2.0 <br />154 <br />2. <br />Significant Trees: 1.0 <br />155 <br />3. <br />Common Trees: 0.5 <br />156 <br />G.Tree Preservation Plan Set Required <br />157 <br />At the time of application for preliminary plat, grading permit, demolition permit or <br />158 <br />building permit which includes the demolition of a principal structure; a tree <br />159 <br />preservation plan meeting the following requirements, or a simplified plan set as <br />160 <br />outlined in 1011.04(H), shall be submitted by the applicant (failure to provide a <br />161 <br />complete tree preservation plan set shall be grounds to deem an application <br />162 <br />incomplete): <br />163 <br />1. <br />The tree preservation plans shall be prepared and signed by a registered forester or <br />164 <br />certified arborist. <br />165 <br />2. <br />The preparation date of all tree preservation plan components shall not precede the <br />166 <br />date of application by more than two (2) years. <br />167 <br />3. <br />The tree preservation plan set shall consist of four (4) components. <br />168 <br />overall tree inventory <br />a.An including the following information: <br />169 <br />i.Location, diameter, unique identifier, and species of all trees on the site; <br />170 <br />ii.Location, diameter, unique identifier, and species of all adjacent significant <br />171 <br />trees on adjacent property whose typical root protection zone extends on to <br />172 <br />the subject property. <br />173 <br />513 <br />Page of <br /> <br />
