446 Mr. Freihammer noted that this involves more than just curb ramps, but also <br /> 447 involved a few bus shelters owned by the City (Larpenteur Avenue) that may fall <br /> 448 under this plan to ensure they are accessible to all residents, as well as including <br /> 449 any sidewalk or pathway within the city's jurisdiction. Beyond those curb ramps, <br /> 450 Mr. Freihammer noted historical construction, including driveways needing the <br /> 451 cross slope revised to match the sidewalk, and part of staffs consideration for any <br /> 452 new building permit applications to make sure this is part of that focus for users <br /> 453 of sidewalks and pathways. <br /> 454 <br /> 455 At the request of Member Lenz, Mr. Freihammer clarified that the city didn't own <br /> 456 any signals itself, with ownership by Ramsey County and/or MnDOT, with both <br /> 457 agencies proving quite receptive to automatic pedestrian signals, known as APS <br /> 458 (talking signals) at intersections. While unable to define how proactive the <br /> 459 process had been to-date, Mr. Freihammer advised that upgrading was being done <br /> 460 upon request, while unsure of the number of retrofits done prior to a full signal <br /> 461 upgrade. <br /> 462 <br /> 463 Member Wozniak questioned how familiar residents were of how and where to <br /> 464 file complaints about ADA concerns, and asked staff to provide information to <br /> 465 make that determination, duly noted by staff. <br /> 466 <br /> 467 Member Lenz suggested the City's Duman Rights Commission as another <br /> 468 resource to work with for any compliance concerns of residents. <br /> 469 <br /> 470 At the request of Member Seigler, Mr. Freihammer reviewed the transition plan in <br /> 471 identifying those areas out-of-compliance, and how the plan dictates how to <br /> 472 address each scenario on a case by case basis. <br /> 473 <br /> 474 8. MS4 Updates <br /> 475 For the benefit of the PWETC, and prior to next month's annual public hearing, <br /> 476 Mr. Freihammer provided a preliminary review of the City's Municipal Storm <br /> 477 Sewer Systems (MS4)Permit through the Minnesota Pollution Control Agency <br /> 478 (MPCA) and its periodic review and updating. Mr. Freihammer noted that this <br /> 479 allowed the city to discharge stormwater into local water resources, and had been <br /> 480 previously updated in 2013. Mr. Freihammer reviewed those ordinances (3) that <br /> 481 staff recommended revising in the near future as the PWETC's recommendation <br /> 482 for approval to the City Council. <br /> 483 <br /> 484 Mr. Freihammer referenced Attachment D entitled, "Draft Stormwater <br /> 485 Management Standards" compared to current standards, and erosion control and <br /> 486 stormwater drainage ordinances as applicable. <br /> 487 <br /> 488 Discussion included staffs suggestion to mimic watershed district stormwater <br /> 489 volume of 1.1"versus the city's current 1.0", and related triggers for watershed <br /> 490 district action versus those too small to do so; <br /> 491 <br /> Page 11 of 17 <br />
