Page 36 of 38 <br /> Permit No: MNR040000 <br /> 30. "Receiving Water" means any lake, river, stream or wetland that receives stormwater discharges <br /> from an MS4. <br /> 31. "Redevelopment" means any construction activity where, prior to the start of construction,the <br /> areas to be disturbed have 15 percent or more of impervious surface(s). <br /> 32. "Reduce" means reduce to the Maximum Extent Practicable(MEP) unless otherwise defined in the <br /> context in which it is used. <br /> 33. "Saturated Soil" means the highest seasonal elevation in the soil that is in a reduced chemical state <br /> because of soil voids being filled with water. Saturated soil is evidenced by the presence of <br /> redoximorphic features or other information. <br /> 34. "Significant Materials" includes, but is not limited to: raw materials, fuels, materials such as <br /> solvents, detergents, and plastic pellets;finished materials such as metallic products; raw materials <br /> used in food processing or production; hazardous substances designated under Section 101(14) of <br /> the Comprehensive Environmental Response, Compensation, and Liability Act(CERCLA); any <br /> chemical the facility is required to report pursuant to Section 313 of the Emergency Planning and <br /> Community Right-to-Know Act(EPCRA); fertilizers, pesticides, and waste products such as ashes, <br /> slag, and sludge that have the potential to be released with stormwater discharges. When <br /> determining whether a material is significant, the physical and chemical characteristics of the <br /> material should be considered (e.g.the material's solubility,transportability, and toxicity <br /> characteristics)to determine the material's pollution potential. (40 CIFIR § 122.26(b)(12). <br /> 35. "Small Municipal Separate Storm Sewer System" or"small MS4", means all separate storm sewers <br /> that are: <br /> 1. Owned or operated by the United States, a state, city,town, borough, county, parish, district, <br /> association, or other public body(created by or pursuant to state law) having jurisdiction over <br /> disposal of sewage, industrial wastes, stormwater, or other wastes, including special districts <br /> under state law such as a sewer district, flood control district or drainage district, or similar <br /> entity, or an Indian tribe or an authorized Indian tribal organization, or a designated and <br /> approved management Agency under section 208 of the CWA that discharges to waters of the <br /> United States. <br /> 2. Not defined as "large" or"medium" Municipal Separate Storm Sewer Systems pursuant to 40 <br /> CIFIR § 122.26 paragraphs (b)(4) and (b)(7) or designated under paragraph (a)(1)(v). <br /> 3. This term includes systems similar to separate storm sewer systems in municipalities, such as <br /> systems at military bases, large hospital or prison complexes, and highways and other <br /> thoroughfares.The term does not include separate storm sewers in very discrete areas, such as <br /> individual buildings. <br /> 36. "Stormwater" means stormwater runoff, snow melt runoff, and surface runoff and drainage. (Minn. <br /> R. 7090.0080, subp.12.) <br /> 37. "Stormwater flow direction" means the direction of predominant flow within a pipe. Flow direction <br /> can be discerned if pipe elevations can be displayed on the storm sewer system map. <br />
