REQUEST FOR ECONOMIC DEVELOPMENTAUTHORITY ACTION <br />Date:5/25/2016 <br />Item No.:6c <br />Department ApprovalExecutive Director Approval <br />Item Description: Review and DiscussRoseville Housing Programs <br />Policy Priority: <br />Housing and Economic Development <br />1 <br />Strategic Initiative: <br />Increase Residential Housing Values <br />2 <br />B <br />ACKGROUND <br />3 <br />In 2015, the City of Roseville adopted aPolicyPriority Planand one of the initiativesin that planis <br />4 <br />toincreasetheresidential housing valuesof bothowner-occupied and rental housing.Over the years, <br />5 <br />6 <br />Redevelopment Authority (RHRA) to develop a number of programs to help residential property <br />7 <br />owners maintain and improve their properties so that property values are maintainedand the housing <br />8 <br />stock is kept in good repair. <br />9 <br />Following is a list of the programs currently in place with a brief description ofeachprogr <br />10 <br />and activity level. These programs were initiated and developed by the RHRA but were transferred to <br />11 <br />the Roseville Economic Development Authorityin January 2016. <br />12 <br />Remodeling Resourcesand Incentives <br />13 <br />Housing Resource Center Construction Consultation <br />14 <br />Since 2000, the City of Roseville has contracted with the Housing Resource Center (HRC), a <br />15 <br />program of the Greater Metropolitan Housing Corporation (GMHC), to provide construction <br />16 <br />consultations to Roseville residents. Funded in the past by the RHRA levy, the amount <br />17 <br />budgeted for 2016 is $12,000. This contract also supportshomeowners as they maintain and <br />18 <br />upgrade their homes.HRC staff provide the following services to Roseville residents free of <br />19 <br />charge: <br />20 <br />Site visits with homeowners regarding home improvement and work to be performed <br />21 <br />A written scope of work or a list of work for contractors to bid <br />22 <br />Assistance in reviewing contractor bids, proposals, and estimates <br />23 <br />Assistance during the construction process <br />24 <br />Information on construction standards, building codes, and permits <br />25 <br />Provide referrals for scope of worked needed <br />26 <br />As demonstrated in Attachment A, during the first 4 months of 2016, the HRC provided 65 <br />27 <br />consultations compared with 71 consultations in all of 2015, which is a three-fold increase. <br />28 <br />Attachment Aprovides a full summary of the historical data as well as the current activity. <br />29 <br />Page 1of 7 <br /> <br />
