6c.Attachment <br />Business Property Enhancement Program <br />Neighborhood Enhancement Program <br />2015 Year End Report <br />Background: <br />A) have been exploring ways to <br />maintain the prosperity, livability, and property values of our residential and business properties. To help achieve <br />thisgoal the Council instituted the Neighborhood Enhancement Program in 2008, and the Business Property <br />Enhancement Program in 2013 which are funded by the Roseville EDA. This program raises awareness of the <br />importance of keeping properties in good repair, which helps maintain the prosperity of our businesses, maintains <br />our quality neighborhoods, and protects property values throughout our community. <br />This program involves exterior only inspections to identify if there are any exterior maintenance or public nuisance <br />violations of City Code. Staff then works with property owners to remedy any violations that exist. The program <br />encourages property owners to perform routine maintenance on their property before a problem becomes severe and <br />more costly to fix. <br />Goals of the Program: <br />Greater public awareness and compliance with City Codes through education, cooperation and enforcement. <br />Enhanced property values and livability of neighborhoods. <br />Educate property owners of the benefits realized by eliminating visual nuisances. <br />Properties Inspected: <br />2008 1,900 (NEP) <br />2009 3,159 (NEP) <br />2010 4,232 (NEP) <br />2011 4,388 (NEP) <br />2012 5,028 (NEP) <br />2013 534 (BPEP) <br />2015 3,401 (combination NEP 3,221 & BPEP - 180) <br />Public Nuisance Violations Observed: <br />Numbers of violations observed: <br />2008 - 144 violations out of 1,900 properties inspected (7.6% violation rate) <br />o <br />2009 - 195 violations out of 3,159 properties inspected (6.2% violation rate) <br />o <br />2010 - 157 violations out of 4,232 properties inspected (3.7% violation rate) <br />o <br />2011 - 177 violations out of 4,388 properties inspected (4.0% violation rate) <br />o <br />2012 177 violations out of 5,028 properties inspected (3.5% violation rate) <br />o <br />2013 960 violations out of 534 properties inspected (66% violation rate) <br />o <br />2015 BPEP 74 violations out of 180 properties inspected (32% violation rate) <br />o <br />2015 NEP 326 violations out of 3,221 properties inspected (8% violation rate) <br />o <br />Page 1of 2 2015 NEP Year End Report <br /> <br />
