Community Development Department Requests Approval of Proposed Text <br />Ordinance Amendments of Roseville City Code, Sections 307.01 (Licenses <br />Required), 307.02 (License Fee), 307.03 (Commercial General Contractors), <br />307.04 (Qualifications), 307.05 (Revocation or Suspension), 307.06 (Period of <br />Suspension), 307.07 (Revocation Upon Violations), 307.08 (Failure to Pay <br />Claim), and 307.09 (Liability Insurance) <br />Codes Coordinator Dave Englund briefly reviewed this item as detailed in the <br />RCA and related attachments, May 9, 2016; noting most were housekeeping items <br />and rearranging or reformatting the document for administrative approvals of mi- <br />nor license items. <br />Councilmember McGehee noted several large block or cement block work pro- <br />jects in her neighborhood in the past, and asked that the city review whether or <br />not those contractors should be required to use water saws in residential areas. <br />Councilmember McGehee noted the projects made it difficult for residents to use <br />their streets or yards due to the considerable dust from those large scale driveway <br />and/or patio projects, creating dust everywhere. Councilmember McGehee asked <br />that staff consider enhancing this licensing code accordingly. <br />Mayor Roe questioned if that fell under contractor licensing or environmental <br />codes of the city; but thanked Councilmember McGehee for the suggestion, tak- <br />ing note that City Manager Trudgeon had docuinented that concern. Mayor Roe <br />agreed that it was dusty when concrete sawing was being done. <br />With confirmation from Mr. Englund, Mayor Roe noted that the essence of the <br />requested revisions was that staff continue as per past practice and not bring each <br />of these contractor licenses to the City Council for approval. <br />Councilmember Willmus agreed that this addressed staff's role in issuance and <br />the City Council's role in any revocations under general provisions. <br />McGehee moved, Etten seconded, enactment of Ordinance No. 1499 (Attachment <br />A) entitled, "An Ordinance Amending Selected Text of Roseville City Code, Sec- <br />tions 307.01 (Licenses Required), 307.02 (License Fee), 307.03 (Commercial <br />General Contractors), 307.04 (Qualifications), 307.05 (Revocation or Suspen- <br />sion), 307.06 (Period of Suspension), 307.07 (Revocation Upon Violations), <br />307.08 (Failure to Pay Claim), and 307.09 (Liability Insurance) <br />Councilmember Laliberte opined this revised document was better organized and <br />in a better sequence. <br />Roll Call <br />Ayes: Willmus, Etten, McGehee, Laliberte and Roe. <br />
