Regular City Council Meeting <br />Monday, May 9, 2016 <br />Page 2 <br />received through a Ramsey County grant. Councilmember Laliberte noted the event was <br />also well attended by members of the Metro north Chamber of Commerce. <br />Mayor Roe thanked Councilmember Laliberte for representation of the City of Roseville, <br />noting he was unable to attend due to an out-of-town business schedule. <br />City Manager Trudgeon noted completion of the new lighting in the City Council Cham- <br />bers, expressing hope that it would result in better broadcasts. <br />City Manager reported that late last week he had attended the Minnesota City and County <br />Manager's Institute, networking with over 100 City and County Managers and Assistant <br />City and County Managers. Mr. Trudgeon noted that one of the topics focused on ways <br />to engage community and create win-win situations for the overall gain of all; with vari- <br />ous strategies brought out. Mr. Trudgeon noted changing workforce and community de- <br />mographics creating new challenges and opportunities for the best ways to engage and <br />deliver services, as well as using new technologies to help address increasing diversity. <br />Mr. Trudgeon thanked the City Council for the opportunity to attend this meeting. <br />6. Recognitions, Donations and Communications <br />a. 2015-2016 Human Rights Essay Contest Winners <br />Mayor Roe recognized the annual essay contest, and introduced Human Rights <br />Commission (HRC) Chair Wayne Grof£ Chair Groff briefly described changes in <br />the annual essay contest made over the last year as detailed in the Request for <br />Council Action dated May 9, 2016. <br />This year's three first, second and third place winners were invited to read their <br />essays aloud: <br />• First Place: Isabella Kennedy, 7t1' grade, Roseville Area Middle School <br />(RAMS), Instructor Mr. Jeff Bibeau (read by HRC Youth Commissioner Dave <br />Cedarburg as Elite was unable to attend tonight's meeting) <br />� Second Place: Elite Thor, 8t�' grade, RAMS, Instructor Ms. Crystal Archer <br />• Third Place: Naomi Nickel, 7t1' grade, RAMS, Instructor Mr. Jeff Bibeau <br />Chair Groff thanked students for their thoughtful participation this year; and noted <br />Honorable Mention winners Greta Keffer, 7t�' grade, RAMS, Instructor Jeff <br />Bibeau, and Tait Haugen, gtl' grade, RAMS, Mr. Lee Thao. <br />Mayor Roe congratulated students, recognized and thanked all instructors in- <br />volved for their participation in this annual event. <br />Recess <br />Mayor Roe recessed the meeting at approximately 6:31 p.m., and reconvened at approximately <br />6:34 p.m. <br />7.
