<br />RCA Exhibit A RPCA Attachment A <br /> <br /> <br />Golden Valley Land Compa ny <br />6001 Glenwood Ave. <br />Golden Valley, MN 55422 <br />{612-309-9215 ; Peter Knaeble) <br />{peterknaeble,a-:gmail com) <br /> <br />WHEATON WOODS, ROSEVILLE <br />TEXT AMENDMENT NARRATIVE <br />3/30/16 <br /> <br /> <br />Golden Valley Land Company has recently received preliminary plat and rezoning <br />approval for a 17 lot residential land development project for the 5.82 ac. vacant land site <br />N. NW <br />that is located at Wheaton Ave. and Dale St. (in the quadrant of County Road C <br />and Dale St. .). <br /> <br />The project will be for 17 single family homes (eleven zoned LDR-1 Low Density <br />Residential and six zoned LDR-2 Low Density Residential) . A portion of the site along <br />N. <br />Dale St. has been rezoned from LDR-1 Low Density Residential to LDR-2 Low <br />Density Residential with 60-70' wide lots. <br /> <br />Based on our discussions with local builders and City staff, we are requesting a text <br />amendment to section 1004.09C of the City Code, that applies to LDR-2 lot <br />requirements . The current City Code limit's the area of the "paved surfaces and building <br />footprints" on LDR-2 lots to 30%. We are requesting that the City Code change this <br />minimum area to 50%. <br /> <br />Based on an allowable single family lot in the LDR-2 district of 6000 sf, the maxi mum <br />area of "paved surfaces and building footprints" would be only 1800 sf. Assumi ng a <br />narrow 18' wide driveway within the 30' front setback area (540 st); a small sized two <br />car garage that is 22' x 22' (484 st); and 150 sf for a sidewalk and front porch; that leaves <br />only 626 sf of area for the home's 1st floor living area. This floor living area limit is too <br />I <br />st <br />small for even a modestly sized and affordable new single family home. <br /> <br />For example, the 1st floor living area of the newly approved (modestly sized) townhomes <br />at Garden Station are 1850 sf. <br /> <br />Based on the current zoning code, the allowable area for "paved surfaces and building <br />footprints" is as follows for the three single-family zoning districts : <br /> <br />LDR-1 : <br />30% of an 11,000 sf lot is 3300 sf <br />LDR-2 : a <br />of sflot is sf <br />30% 6000 1800 <br />MDR : <br />65% of a 4800 sf lot is 3120 sf <br /> <br />Page 4 of 8 Page 1of 2 <br /> <br />
