REQUEST FOR COUNCIL ACTION <br />Date:April 25, 2016 <br />Item No.: 8. <br />Department ApprovalCity ManagerApproval <br />Item Description:Municipal State Aid System Revisions <br />B <br />ACKGROUND <br />1 <br />The City of Roseville is part of the StatAspart of being a <br />2 <br />Municipal State Aid (MSA) city, each city can designate up to 20% of its roadway mileageto the <br />3 <br />MSA system.Each year, the City of Roseville has an opportunity to re-designate which roads <br />4 <br />are MSA roads and which are localroads.In order to be a MSA road, the following criteria must <br />5 <br />be met; <br />6 <br />Projected to carry a relatively heavier traffic volume or are functionally classified as <br />7 <br />collector or arterial streets; <br />8 <br />Connect the points of major traffic interest within an urbanized municipality; <br />9 <br />Provide an integrated street system; <br />10 <br />Connect roadways which are MSAS streets, County State Aid Highways or Trunk <br />11 <br />Highways. <br />12 <br />The needs of <br />13 <br />(gas tax revenues) with the other half <br />14 <br />.A major factor on the calculation is nowbased on the <br />15 <br />Average Daily Traffic (ADT) of the road.Due to the new system, non-existingMSA roadsnow <br />16 <br />collect the minimal needs so it is more advantageous to assign this mileage to higher use roads <br />17 <br />already constructed.Further the City had 1.99 miles of available mileage to assign to the MSA <br />18 <br />system. <br />19 <br />After evaluating the Citysystem,staff recommended to the Minnesota Department of <br />20 <br />Transportation (MnDot) the following changes tobe made to the MSA system(Attachment C); <br />21 <br />Revocation <br />22 <br />Part of MSAS 226 Lydia Avenue-Cleveland Avenue to Fairview Avenue (0.50 <br />o <br />23 <br />non-existing miles) <br />24 <br />Part of MSAS 227 Walnut Street-County Road C to County Road C2 (0.53 non- <br />o <br />25 <br />existing miles) <br />26 <br />Part of MSAS 234 Prior Avenue-Oakcrest Avenue to County Road C (0.21 <br />o <br />27 <br />existing miles) <br />28 <br />Designation <br />29 <br />Extension of MSAS 217 Long Lake Road-North Highway 36 Service Drive to <br />o <br />30 <br />Terminal Road (0.24 existing miles) <br />31 <br />Extension of MSAS 234 Prior Avenue-County Road C to Twin Lakes Parkway <br />o <br />32 <br />Page 1of 2 <br /> <br />
