RHRA Meeting <br />Minutes – Monday, May 25, 2016 <br />Page 4 <br />1 At the request of Member McGehee, Ms. King clarified that “industrial” refers, <br />2 in her examples, to labor market and wage rates, but that some industrial type <br />3 uses occur in areas of Roseville zoned for uses that also include retail, which <br />4 has a lower wage rate. Ms. King reviewed the various wage levels based on <br />5 types of businesses locally and exporting product outside the region, and where <br />6 warehousing and distribution fit into that picture historically, current trending <br />7 and other marketing parameters. <br />8 <br />9 Discussion of other local markets as economic development options reviewed <br />10 by Ms. Kin included medical office, metropolitan hotels, and metropolitan <br />11 offices. Ms. King noted the challenges for most suburbs, including Roseville <br />12 often involved marking; but addressed advantages of more tax base per acre <br />13 for office environment uses versus retail uses. <br />14 <br />Roseville Market Trends <br />15 <br />16 Ms. King reviewed current trends specific to Roseville, including updating and <br />17 some repurposing of office warehouse/office showroom uses; hotel <br />18 construction along I-35W; some bulk warehouse uses due to Roseville’s <br />19 excellent transportation access; continued retail strength and investment; <br />20 strong and competitive transit assets plus the addition of the A-Line Bus Rapid <br />21 Transit (BRT); and extension of the Twin Lakes Parkway with that <br />22 construction likely to stimulate activity. <br />23 <br />24 Ms. King reviewed local, regional and state-wide partners currently involved <br />25 in Roseville’s economy and economic development or available to become <br />26 involved. Overall, Ms. King noted that businesses and people prosper in <br />27 Roseville. As identified in a Roseville study commissioned several years ago <br />28 with the University of Minnesota, Ms. King noted that workforce was <br />29 addressed as a priority issue. <br />30 <br />31 President Roe noted the great and thought provoking information provided in <br />32 this presentation; and thanked Ms. King for her research. <br />33 <br />34 Ms. King noted deeper digging would provide more understanding with <br />35 managers in Roseville as future strategies were developed, and as the REDA <br />36 directed depending on their interest. <br />37 <br />Economic Development Strategies and Options <br />38 <br />39 Ms. King reviewed those options and strategies identified and for each <br />40 compared the current status, possible next steps, and possible enhancements to <br />41 achieve a higher level.Those options included: <br />42 Business friendly practices and reputation <br />43 Member Laliberte noted her understanding of the positives of speed and <br />44 certainty for developers of expedited approvals, but questioned how that <br />45 impacted the public transparency process. <br />46 <br /> <br />
