REQUEST FOR PLANNING COMMISSIONDISCUSSION <br />Agenda Date:6/1/2016 <br />OB <br />Agenda Item:6a <br />THER USINESS <br />Item Description:Discussion ofthe scope of the upcoming comprehensive plan update, the <br />draft Request for Qualifications and draft Request for Proposals to be used <br />for selecting a consultant for the update, and the overall timeline of the <br />process to update the comprehensive plan <br />(PROJ-0037) <br />B <br />ACKGROUND <br />1 <br />In recent months, Planning Division staff has begun taking the initial steps toward updating <br />2 <br />Roseville’s 2030 Comprehensive Plan in order to meet Metropolitan Council requirements for a <br />3 <br />2040 Comprehensive Plan, to review and recalibrate (if necessary) the community’s goals, and to <br />4 <br />identify policies and action steps toward reaching those goals.Included with this RPCA is a draft <br />5 <br />of the Request for Qualifications (Attachment A) and a draft of the Request for Proposals <br />6 <br />(Attachment B) that will provide the framework for selecting a consulting team to work on the <br />7 <br />update. <br />8 <br />RD <br />EQUESTED ISCUSSION <br />9 <br />The Request for Qualifications (RFQ) is the initial, broad solicitation of consulting firms.The <br />10 <br />RFQ is intended to generally outline Roseville’s intentions for the comprehensive plan update so <br />11 <br />that interested firms can assemble and submit materials that demonstrate how their expertise and <br />12 <br />experience might be a good fit for Roseville’s needs. Based on the current timeline, the RFQ <br />13 <br />could be issued by July 15, 2016;once interested firms have submitted their responses, the most <br />14 <br />qualified firms will receive the Request for Proposals(RFP). The RFP contains a more detailed <br />15 <br />outline of the scope of review and updating of Roseville’s vision and goals for the community, <br />16 <br />and the steps the community wants to take towards meeting those goals. Moreover, the RFP is an <br />17 <br />invitation to selected firms to propose a specific process, timeline, and budget with which they <br />18 <br />would help Roseville achieve its desired comprehensive plan update. <br />19 <br />The draft RFQ and RFP can be the basis for discussion by the Planning Commission of topics <br />20 <br />including the desired qualifications of prospective consultants, thoughts about the scope of <br />21 <br />review, and preferences related to the processes of engaging various components of the <br />22 <br />community to improve participation. <br />23 <br />NS <br />EXT TEPS <br />24 <br />Planning Division staff will incorporate the Commission’s feedback into thedrafts of the RFQ <br />25 <br />and RFP.
