RPCA Attachment A <br />Underpinning Roseville’s current 2030 Comprehensive Plan is a community visioning <br />document:The City has just completed a six-month long community visioning process— <br />Imagine Roseville 2025. A steering committee guided this community-led process and <br />received input from seven committees, which were organized around the topics of: <br />community and economic development; community life and civic engagement; life-cycle <br />housing; education and health; open space and recreation; public infrastructure and safety; <br />and transportation and transit. The community vision framework (vision statement), goals, <br />and strategies developed through this processThis document and the 2030 Comprehensive <br />Plan have been includedas references with this Request for Qualifications. <br />Project Scope <br />The City is seeking specific services related to the completion of an update to its 2008 2030 <br />Comprehensive Plan Update. The scope of work will include acomplete rewriting review and <br />update of the required background, land use, transportation and implementation sections and the <br />optional redevelopment/economic development section of the plan as well as more limited <br />assistance in updating of other components of the plan. The update should account for changes <br />in physical development and community preferences over the past decade, and the goals and <br />policies in these elements should be developed through a lens of intentionally seeking to improve <br />equity, health, and the ability to adapt to climate change. <br />Based on the goals and policies articulated through the development of those sections, the <br />public facilities section, including park and open space and water resource plans, will need <br />technical updates to reflect new policy directions and to provide a consistency throughout. <br />Selection Process and Timeline <br />Submittals will be reviewed by a selection committee comprised of city staff from several <br />departments, including Community Development, Parks and Recreation, Public Works, and <br />Administration Departments. The committee will select a short list of individuals/teams from <br />which they will request a full proposal. Qualified individuals/teams will have: <br />demonstrated experience in local comprehensive planning, <br />familiarity with the Metropolitan Council’s comprehensive planning requirements, and <br /> expertise in land use planning, housing, economic development/ redevelopment, and <br />public facilities planning. <br />familiarity with principles of equity planning, factors affecting community health, and <br />issues related to preparedness for climate change <br />Submission Requirements and Deadline <br />The statement of qualifications must include: <br />A description of the firm and the firm’s capacity to complete this work in the required <br />timeframe; <br />Project descriptions of similar projects; and <br />Resumes of key staff. <br />The submission is to be no longer than 20 pages. <br />City of Roseville, Minnesota April 24, 2007July 15, 2016 <br />Page 2 of 3 <br /> <br />
