Regular Planning Commission Meeting <br />Minutes – Wednesday, May 4, 2016 <br />Page 4 <br />in the near future, with former Community Development Director Paul Bilotta having <br />150 <br />made a preliminary presentation to the City Council to initiate their thought process on <br />151 <br />what method they wished to pursue. <br />152 <br />Chair Boguszewski noted that many things were different than they were ten years ago, <br />153 <br />including the ethnic and demographic make-up of the city itself requiring engagement of <br />154 <br />those communities without incorporating subjective values in to the comprehensive plan, <br />155 <br />but also requiring more innovation to quantify (e.g. walkability and livability). While <br />156 <br />recognizing that the Metropolitan Council may clearly want to influence those under their <br />157 <br />sphere of guidance, Chair Boguszewski noted the need for the city to develop its own <br />158 <br />base line moving forward. <br />159 <br />As alluded to by Ms. Collins, Chair Boguszewski noted the City Council’s receipt of the <br />160 <br />report and recommendations of the Zoning Notification Task Force at the same time they <br />161 <br />had received the Community Engagement Commission’s Neighborhood Association <br />162 <br />report and recommendations. While the City Council was reviewing them and would also <br />163 <br />have discussions on those recommendations in the future, Chair Boguszewski noted staff <br />164 <br />was developing some practical steps to deliver to the City Council based on those <br />165 <br />recommendations to provide broader and more inclusive notices, including to renters and <br />166 <br />commercial lessees and tenants. <br />167 <br />City Planner Paschke reported that the discussion was scheduled for the City Council’s <br />168 <br />May 16, 2016 Worksession, with staff currently in the midst of analyzing next steps and <br />169 <br />subsequently seeking the City Council’s direction on implementing the recommendations. <br />170 <br />As an example of the cases on tonight’s agenda, Chair Boguszewski reviewed the notice <br />171 <br />process used under the current method compared with the recommended method and <br />172 <br />various methods (e.g. notices to renters and/or lessees, additional signage, or more <br />173 <br />explicit definition of moving from one zoning classification to another). Chair Boguszewski <br />174 <br />stated his personal anticipation and interest in seeing the City Council’s approval and <br />175 <br />implications to improve community engagement and municipal transparency. <br />176 <br />At the recent Ethics Training he attended, Member Bull reported he’d picked up a copy of <br />177 <br />the Commissioner’s Handbook, which he considered a great document and thanked staff <br />178 <br />for putting it together. If not already available, Member Bull suggested the document be <br />179 <br />made available on the city’s website for community reference, opining it may serve to <br />180 <br />prompt more citizen participation and awareness of the structure of the City of Roseville’s <br />181 <br />government. <br />182 <br />5.
