Regular City Council Meeting <br />Monday, July 11, 2016 <br />Page 25 <br />evidence of his lots, and referenced other lots as outlined in Attachment A to the <br />staff report, and how runoff is channeled along the southern border of 2196 Mari- <br />on Road due west of the southern edge of the 2201 property. Mr. Thomas provid- <br />ed a photo of the storm drain that was higher than upstream ponding, even though <br />initially designed to pick up runoff from that southern border. Mr. Thomas <br />opined that any additional impervious area is placed on the 2201 Acorn Road par- <br />cel, it will negatively impact the use of neighboring properties. Mt. Thomas fur- <br />ther opined that a previous plat and plan for runoff containment in a 4-lot configu- <br />ration seemed to provide the most adequate plan so far; but reiterated this latest <br />plan seemed to abandon any formal control measures for these three proposed <br />lots. <br />Councilmember Willmus clarified with Mr. Thomas that he preferred the previ- <br />ously approved plat with three lots and a private drive out to Acorn Road. <br />Mr. Thomas stated he thought that was at least marginally adequate compared to <br />this latest version. While this may generate less runoff than that previous plan, <br />Mr. Thomas advised there wasn't enough detail provided to judge the impact on <br />surrounding properties if three separate and individual lots are approved with no <br />particular plan in place to deal with additional runoff. <br />Paul Romanowski, 2195 Acorn Road <br />(Written comments received czs pczrt of the record). <br />As a resident immediately adjacent to this parcel, Mr. Romanowski reiterated his <br />previously expressed concerns with runoff from this site; opining more construc- <br />tion will only increase the situation, already a serious concern. Mr. Romanowski <br />stated his understanding of the difficulty in analyzing future runoff issues, but <br />asked that it be seriously considered, as addressed in his written comments. Fur- <br />ther, Mr. Romanowski stated his difficulty in understanding the tree preservation <br />system, noting there were currently a tremendous amount of nice trees in the area; <br />and expressed concern that during construction they would all be destroyed, and <br />questioned if they would be replaced with smaller trees that would take years to <br />preserve and grow. Mr. Romanowski stated that if Councilmembers had lived in <br />their area as long as current residents had, they' also enjoy the natural area, and <br />pedestrian amenities; and stated the preference was to keep things the way they <br />were now, but any changes should be seriously considered and those concerns ex- <br />pressed by residents before voting on changing the neighborhood. <br />Applicant Representative, Richard Kotoski, 2570 Grotto Avenue, Roseville <br />Mr. Kotoski clarified that he had not been involved with any of the previous sub- <br />division applications, he noted he was very aware of existing drainage issues. Mr. <br />Kotoski stated he would comply with the wider easements as mandated by staff to <br />address any future broader area mitigation efforts deemed necessary. <br />
