Regular City Council Meeting <br />Monday, July 11, 2016 <br />Page 8 <br />Councilmember McGehee stated she found a significant difference between 400' <br />and 1,000'. <br />At the request of Councilmember Etten, Ms. Collins confirmed that the 400' in- <br />cluded the road, and could involve 3-4 homes before moving out of that 400' <br />zone. <br />At the request of Councilmember Laliberte, Mr. Paschke advised that city staff <br />and property owners would work with developers in addressing safety and sight <br />lines in accordance with city code and sight line triangle parameters. <br />Ms. Collins further noted that any tree replacement plans had to be reviewed by <br />the City's arborist. <br />Tree Replacement Fund Policy (Draft Resolution — Attachment D) <br />Specific to the policy, Mr. Paschke briefly reviewed policy points as outlined in <br />the RC�. Mr. Paschke noted the policy and ordinance had been presented to and <br />vetted by the PWETC and Parks & Recreation Commissions for their input. Mr. <br />Paschke advised that good feedback had been provided by both advisory commis- <br />sions, and incorporated into these most recent documents for City Council consid- <br />eration. <br />Also, Mr. Paschke noted the revised Attachment D provided as a bench handout <br />tonight was a result of additional feedback from Mayor Roe and Councilmember <br />Etten since the distribution of the meeting packet; allowing for additional clarifi- <br />cation of the policy. <br />Mr. Paschke reviewed some of the revisions as noted in the policy as a result of <br />initial City Council discussions, feedback from the PWETC and Park & Recrea- <br />tion Commission, as well as comments of Mayor Roe and Councilmember Etten <br />as previously noted. Mr. Paschke reminded all that this proposed ordinance <br />amendment and policy were the preliminary step for directing staff to develop a <br />plan for expending those dollars; and expressed staff s hope that this would result <br />in achieving the city's goals. <br />Further clarifying the distance issue, Ms. Collins noted the intent of the '/z mile <br />was to achieve additional tree coverage within that area if it couldn't be met clos- <br />er to the development area or on the site itself. Ms. Collins noted a variety of op- <br />tions were available with flexibility to add those replacement trees in pockets <br />throughout the community where needed due to prior removals for whatever rea- <br />son, including disease, even though outside the development area. <br />In recognizing the point made by Councilmember McGehee, Mayor Roe also <br />questioned if the intent of the policy was strictly to deal with screening or results <br />
