<br />ORDINANCE NO. 1262 <br /> <br />CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />AN INTERIM ORDINANCE PLACING TEMPORARY <br />RESTRICTIONS ON TIlE SITING OF SEXUALLY ORIENTED <br />USES WITIllN ANY ZONING DISTRICT <br />OF THE CITY OF ROSEVILLE <br /> <br />THE CITY COUNCIL OF THE CITY OF ROSEVILLE ORDAINS: <br /> <br />SECTION 1. Defmitions. The following terms whenever used in this <br />ordinance shall be interpreted to mean: <br /> <br />SEXUALLY ORIENTED Uses which include sexually oriented bookstores, sexually <br />oriented motion picture <br />USES: theaters, sexually oriented mini-motion picture theaters, <br />sexually oriented massage parlors, sexually oriented steam <br />room/bathhouse/sauna facilities, sexually oriented <br />companionship establishments, sexually oriented <br />conversation/rap parlors, sexually oriented health/sports clubs, <br />sexually oriented cabarets, sexually oriented novelty <br />businesses, sexually oriented motion picture arcades, nude <br />model studios, sexually oriented hotels/motels, sexually <br />oriented body painting studios, and other premises, <br />enterprises, establishments, businesses or places open to some <br />or all members of the public, at or in which there is an <br />emphasis on the presentation, display, depiction or description <br />of "specified sexual activities," or specified anatomical areas" <br />which are capable of being seen by members of the public. <br />Activities classified as "obscene" as defined by Minnesota <br />Statutes, section 617.241 are not included. <br /> <br />A. Specified Anatomical Area: Human genitals in a state of <br />sexual arousal. <br /> <br />B. Specified Sexual Activities: Includes any of the following: <br /> <br />1. The fondling or other erotic touching of human genitals, <br />pubic region, buttocks, anus, or female breasts; <br /> <br />73355 <br />
