EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota, was held on the 25th day of July at 6:00 p.m. <br />The following Members were present: Laliberte, McGehee, Willmus, Etten and Roe; <br />and none were absent. <br />Council Member Willmus introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 11341 <br />A RESOLUTION APPROVING A DRIVE-THROUGH AS A CONDITIONAL USE AT <br />2425 RICE STREET <br />WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br />proposed Co��T�otvA1. USE on July, 1, 2015, voting 6— 0, with one abstention, to recommend <br />approval of the proposed drive-through based on public testimony and the comments and <br />findings of the staff report prepared for said public hearing; and <br />WHEREAS, the Roseville City Council has determined that approval of the proposed <br />co�iTioNAr. usE will not result in adverse impacts to the surrounding properties based on the <br />following findings: <br />a. The proposed use is not in conflict with the Comprehensive Plan. <br />b. The proposed use is not in conflict with a Regulating Map or other adopted plan. <br />c. The proposed use is not in conflict with any City Code requirements. <br />d. The proposed use will not create an excessive burden on parks, streets, and other public <br />facilities. <br />e. The proposed use will not be injurious to the surrounding neighborhood, will not <br />negatively impact traffic or property values, and will not otherwise harm the public <br />health, safety, and general welfare. <br />NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to APPROVE <br />the proposed drive-through as a coNDITtoNAL usE at 2425 Rice Street in accordance with <br />Roseville City Code, subject to the following conditions: <br />a. The applicants shall work with the Planning and Engineering Divisions on the appropriate <br />location of a painted crosswalk and possible sidewalk connections to facilitate a pedestrian <br />connection from Rice and/or County Road B2 to the building. <br />b. The applicants will work with the Planning Division on the appropriate location and design <br />of any menu board and speaker box for ordering. The speaker should not be audible from the <br />property line. <br />c. The applicants shall submit a landscape plan that includes decorative fencing (or possibly <br />fence sections) 4 to 6 feet in height be installed and maintained along with a mix of shrubs <br />and perennials within the island adjacent the drive-through.
