EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the l lth day of July, 2016, at 6:30 p.m. <br />The following members were present: McGehee, Willmus, Laliberte, Etten, and Mayor Roe <br />and the following were absent: none. <br />Councilmember Etten introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 11335 <br />A RESOLUTION ESTABLISHING A TREE REPLACEMENT FUND POLICY <br />(PROJ0017, Amdt27). <br />WHEREAS, the City Council, on December 7, 2015, approved Ordinance 1490 creating <br />a revised and updated Tree Preservation and Restoration in all Districts; and <br />WHEREAS, Section 1011.04J.8. b of said ordinance established a payment in-lieu of tree <br />replacement option, which required further discussion on the expenditure of funds prior to final <br />implementation; and <br />WHEREAS, the Planning Division discussed with the City Council a draft fund policy <br />and code amendment options that could be considered; and <br />WHEREAS, the City Council directed the Planning to further discuss the draft fund <br />policy with the Public Works, Environment, and Transportation Commission, Park and <br />Recreation Commission and the City Tree Board to seek out additional thoughts and ideas; and <br />WHEREAS, the Planning Division has completed this process and has refined the <br />proposed fund policy accordingly; <br />NOW THEREFORE, BE IT RESOLVED, that the City Council hereby establish the <br />following as the City's Tree Replacement Fund Policy: <br />a. Tree replacement funds for a given project shall be utilized within two years after the <br />funds are deposited. <br />b. The hierarchy of tree replacement fund installation locations, listed in priority order, <br />includes: <br />1. Consideration shall be given to adjacent (neighboring or contiguous) property owners <br />in having a tree or trees installed or provided for installation on their property. Such a <br />decision would also include the potential to properly prepare the site for tree planting, <br />such as stump removal or the removal of other vegetation. <br />2. Consideration shall be given to utilizing development specific tree fund expenditures <br />on the restoration associated with a public improvement project within'/2 mile of the <br />subject project site. <br />
