Criteria #3: <br /> The proposed use will not be injurious to the surrounding neighborhood or <br />51 <br />otherwise harm the public health, safety, and general welfare. <br />52 <br />Criteria #3 Staff Analysis: Planning Division staff believes that, in the short term, the proposed <br />53 <br />trailer storage would not be injurious to the surrounding neighborhood, especially since the <br />54 <br />proposed use would generate limited noise, does not deal with chemicals, and would have <br />55 <br />limited vehicle movements on Walnut Street. Similarly, staff has concluded that the short-term <br />56 <br />storage of trailers (up to 2 years) would not harm the public health, safety, or general welfare of <br />57 <br />the area. <br />58 <br />Additional Staff Analysis: The proposal (Attachment D) does have two issues that could <br />59 <br />potentially harm public health: 1) If the trailers contained items that could leak hazardous <br />60 <br />materials there could be an environmental concern; 2) the Fire Marshal has previously indicated <br />61 <br />that the current trailer storage configurations provided limited or no separation and are a fire <br />62 <br />hazard. The Fire Marshal has also said that it would be very difficult for the fire department to <br />63 <br />extinguish if a fire were to occur in the interior. The Fire Marshal has indicated that in order to <br />64 <br />reduce the fire danger, the IU should include a trailer parking plan that allows for the stacking of <br />65 <br />no more than 2 trailers back-to-back, requires a minimum separation between trailers of 5 feet, <br />66 <br />and includes fire access lanes. It is also important that the trailers remain locked and secured so <br />67 <br />that they do not become a magnet for crime. <br />68 <br />Based on staff discussion and input from the Fire Marshal, the Planning Division recommends <br />69 <br />that a storage/staging plan addressing the following items be submitted to the City for review <br />70 <br />and approval: <br />71 <br />1. <br />No trailers will be allowed to be stored in the front yard; all trailer storage shall be <br />72 <br />limited to the rear yard as proposed on the submitted concept site plan. <br />73 <br />2. <br />Access to the site for trailer drop-off or removal shall be from the south shared access <br />74 <br />road, which provides a direct link to Terminal Road and Walnut Street. <br />75 <br />3. <br />The parked/stored trailers shall have a minimum 10-foot setback from the west (rear) <br />76 <br />property line. <br />77 <br />4. <br />Trailers can be parked back-to-back and next to one another, however there shall be a 5- <br />78 <br />foot separation between (along the sides) the trailers. <br />79 <br />5. <br />Fire lanes shall be provided throughout the site so that emergency apparatus can access <br />80 <br />the property in case of fire or accident.
