Roseville Finance Commission <br />Agenda Item <br /> <br />Page 1 of 2 <br /> <br />Memo <br />To: Roseville Finance Commission <br />From: Chris Miller, Finance Director <br />Date: August 10, 2016 <br />Re: Item #7: Continue Discussion Items for the Joint Meeting with the City Council <br /> <br /> <br /> <br />Background <br />At the July 12, 2016 Finance Commission meeting, the Commission identified various topics for possible <br />discussion at the upcoming Joint City Council/Finance Commission meeting on August 15, 2016. Those <br />topics included: <br /> <br /> What level of budget review should the Finance Commission take? Any specific area? <br /> Should the Finance Commission be involved in reviewing the annual audit reports, internal <br />controls, investment policies & performance? <br /> Developing standardized budgeting & financial reporting packages/financial dashboard <br /> Golf Course financial review <br /> Local Option Sales Tax <br /> CIP Recommendations <br /> Tax Levy & Budget Recommendations <br /> <br />The Commission is asked to review the list and revise as desired. <br /> <br />Approximately 40 minutes has been set aside during the joint meeting for the Commission to present <br />information and seek guidance. <br /> <br />As noted previously, it is suggested that the Commission select a specific Member(s) to address each <br />topic. If you intend to offer any specific recommendations, the Commission is advised to first adopt <br />them, by motion, at your August meeting. In contrast, if you’re simply offering the Commission’s <br />general sentiment on a particular topic then a simple acknowledgement of what you intend to convey <br />would probably suffice. <br /> <br />For example; if the Commission wants to recommend that the 2017 property tax levy be limited to no <br />more than 3%, then the Commission should take a formal vote to approve it. If on the other hand, the <br />Commission merely wants to encourage the Council to exercise fiscal restraint, then a formal vote <br />probably isn’t necessary. <br /> <br />Staff Recommendation <br />See ‘Requested Commission Action’ below. <br /> <br />
