Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: August 23, 2016 Item No: 5 <br />Item Description: Comprehensive Surface Water Management Plan Update Introduction <br />Background: <br />The City of Roseville is required by State Statute to have a local water management plan, capital <br />improvement program, and official controls as necessary to bring local water management into <br />conformance with the watershed district plans. The City's first Comprehensive Surface Water <br />Management Plan (CS WMP) was adopted in 1990 with an update in 2003 & 2013. The City <br />boundaries are within three watershed districts; Rice Creek, Capitol Region, and Ramsey - <br />Washington Metro. All three of these organizations have recently updated, or are in the <br />processing of updating, their watershed district plans. Prior to 2016, Cities were required to <br />prepare amendments to their CS WMP within 2 years of the watersheds updating their plans. <br />Recent legislation changed the timeline to update CS WMP's to coincide with the City's <br />Comprehensive Plan process. <br />Staff went out for RFP in April 2016, and received 4 well done documents. SEH was selected as <br />the Best Value contractor to update our CSWMP, and to help shape the neat 10 years of surface <br />water management in the City. <br />A link to the Approved 2013 Comprehensive Surface Water Management Plan is <br />htty://citvofroseville.com/DocumentCenter/View/12712. <br />Recommended Action: <br />Receive presentation. <br />Attachments: <br />A.
