Mecca S. Nestinuen PE, CFM <br />Lead Project Manager/Water Resources Engineer <br />Ms. Nest ingen is a professional engineer with experience in hydrology, hydraulics, and the <br />management of stormwater. Rebecca has worked on hydrologic and hydraulic design of <br />storm sewer systems, culverts and bridges, has completed Surface Water Management Plans <br />(SWMPs) and drainage/water quality studies, and has designed stormwater management <br />best management practices (BMPs). Rebecca's Master of Science work focused on <br />assessing the infiltration characteristics of rain gardens in various settings and developing <br />infiltration measurement techniques. Rebecca was also a contributor to the Minnesota BMPs <br />assessment manual. <br />EXPERIENCE <br />Comprehensive Surface Water Management Plan — Roseville, Minn. <br />Rebecca served as the lead water resources engineer on this project that required a series of <br />meetings with the City's Public Works, Environmental and Transportation Commission (the <br />Roseville commission charged with surface water management) to develop major themes <br />for the plan, developing draft goals and policies and finalizing the plan. A draft plan was also <br />reviewed with the City's Parks and Recreation Commission and at a Public Open House to <br />gather input on issues throughout the City. <br />Surface Water Management Plans — Various Minnesota Communities <br />Rebecca developed goals and policies, updated development standards, created plan figures, <br />revised Capital Improvement Plans and authored plan narratives as the project engineer on <br />multiple local surface water management plans, including the following: <br />Burnsville • Oakdale White Bear Lake <br />Long Lake • Roseville (in progress) <br />Maplewood • Vadnais Heights <br />XP-SWMM Hydraulic Studies — City of Crystal, Minn. <br />Hydraulic engineer for a detailed hydrologic and hydraulic analysis of an existing storm sewer <br />system for a State Aid reconstruction projects using XPSWMM. Rebecca collected as-builts <br />and other data necessary for the analysis. She provided technical reports to the City that <br />discussed results of the analysis, XPSWMM Hydraulic Studies have been completed for the <br />street reconstruction Phases 9-15. <br />XP-SWMM Hydraulic Studies — City of Burnsville, Minn. <br />Rebecca provided technical oversight, consultation, and QA/QC of the XPSWMM analysis <br />completed of an existing storm sewer system for State Aid reconstruction projects. <br />Sweeney Lake Total Maximum Daily Loads Study — City of Golden Valley, Minn. <br />Project engineer on the Total Maximum Daily Loads (TMDL) study for Sweeney Lake which <br />involves analyzing in -lake water quality data and the lake water quality response to nutrient <br />load scenarios using BATHTUB model. <br />Lake Titlow Improvements — Gaylord, Minn. <br />Lead engineer and modeler on the cooperative project with the City, the Lake Titlow <br />Improvement Association, and Minnesota State University (MSU) in Mankato. Rebecca <br />was responsible for collecting and analyzing G IS data that will support creation of a SWAT <br />model.
