Date:January20,2016 <br />Item:6.b <br />CHAPTER 205 <br />HUMAN RIGHTS COMMISSION <br />SECTION: <br />205.01:Establishment and Membership <br />205.02:Scope, Duties and Functions <br />205.01: ESTABLISHMENTAND MEMBERSHIP: <br />Thereis established ahumanrights commission of the city, which shall consist of seven members <br />appointed by the City Council and which shall be subject to Chapter 201 of the City Code. (Ord. <br />566, 2-19-1968) <br />205.02:SCOPE, DUTIES AND FUNCTION: <br />Thepurposeofthecommission is to secureforallcitizens equal opportunityin employment, <br />housing, publicaccommodations, publicservicesandeducation andfull participation in the <br />affairsofthis communitybyassistingthestatedepartment ofhumanrights in implementingthe <br />MinnesotaHumanRights ActandbyadvisingtheCityCouncilon longrangeprograms to <br />improvecommunityrelations in thecity. Additionallythecommission willwork to increasethe <br />senseofcommunitybyreachingout to all members ofthecommunityandensuringthat ourcity <br />government and its activities, programs and servicesareaccessibleunderstandableand <br />responsiveto all. (Ord.566, 2-19-1968; amd. 1995Code, Ord. 1324, 08-08-2005)(Ord. 1381, <br />04-27-2009) <br />Infulfillment ofits purpose, thecommission's dutiesandresponsibilities shall beto: <br />A.Enlist thecooperation ofagencies, organizations and individuals in thecommunityinan <br />activeprogram directed to createequal opportunityandeliminatediscrimination and <br />inequalities. <br />B.Formulateahumanrelations programforthecitytogiveincreasedeffectivenessand <br />direction to thework ofall individuals andagenciesaddressingthemselvesto planning, <br />policymakingandeducational programmingin theareaofcivil and humanrights. <br />C.Advisethemayor, theCityCounciland otheragencies ofthegovernmentofhuman <br />relations andcivil rights problems. Act in anadvisorycapacitywith respect to planningor <br />operation ofanycitydepartment on issues ofcivil and humanrights andrecommend the <br />adoption ofsuch specificpolicies oractions asareneeded to provideforfullequal <br />opportunityin thecommunity. <br />D.Develop such programsofformaland informaleducation as will assist in the <br />implementation oftheMinnesotastateactagainst discrimination, and provideforthe <br />commission'sassumption ofleadership in recognizingandresolvingpotential problemareas <br />in thecommunity.(Ord.566, 2-19-1968; amd. 1995Code) <br />E.Monitorstatisticaland otherdatatrends in ourcityand identifyandrecommend to thecity <br />council ways to encouragemutual understandingamongourcitizens about thecommunity’s <br />diversitythrough, but notlimited to: <br />1.connectingandpartneringwith neighborhood,community,educational, business <br /> <br />
