Regular City Council Meeting <br />Monday, February 8, 2016 <br />Page 23 <br />1Councilmember Laliberte expressed her disappointment that the City Council <br />2hadn’t received the CEC’s recommendations on formation of neighborhood asso- <br />3ciations sooner, and expressed her personal concern in the 2015 CEC status up- <br />4date using words like “assist” and “encourage” when her understanding was that <br />5the intent was to create a guide for the process versus pushing neighborhoods to <br />6do something they’re not motivated to do. Councilmember Laliberte expressed <br />7her anticipation of that coming back to the City Council soon. <br />8 <br />9Chair Becker advised that his estimated timing was conservative and as an indi- <br />10vidual commissioner hoped to have it ready to handoff sooner, but noted it may <br />11be necessary to delay it another month realistically, even though the final docu- <br />12ment and recommendation to the City Council was very close to being completed. <br />13Chair Becker clarified that the CEC was bringing forward a set of recommenda- <br />14tions for the city to assist formation of neighborhood associations, but further <br />15clarified that the intent was not for the CEC to take any active role once that <br />16handoff to the City Council had been completed. <br />17 <br />18Councilmember Laliberte stated that she was envisioning a proposed step by step <br />19kit for neighborhood organization, such as done for the organized trash hauling <br />20effort. <br />21 <br />22Chair Becker advised that some of that was included in CEC recommendations. <br />23 <br />24Councilmember Laliberte recognized the CEC’s interest in receiving direction re- <br />25lated to SE Roseville, admitting that she was also struggling with what had been <br />26done, what was being done, and what still needed to be done; whether all stake- <br />27holders are plugged in or others remained to be engaged; and how to get to frui- <br />28tion. Councilmember Laliberte stated that she wasn’t even aware if the right peo- <br />29ple were currently working on the issue; and expressed her understanding of the <br />30CEC needing to figure out where they fit in. <br />31 <br />32Specific to a previous City Council directive and 2014 strategy included in the <br />33CEC ordinance, Councilmember Laliberte asked that the City’s Volunteer Coor- <br />34dinator have touch points with the CEC in areas where volunteer opportunities are <br />35available. Councilmember Laliberte opined that the CEC has a better idea of that <br />36piece related to volunteerism since it was part of their ordinance language. <br />37 <br />38As heard earlier tonight during public comment, Councilmember McGehee stated <br />39that she was not a big supporter of the CEC and had never been, noting the many <br />40problems. While expressing appreciation for the CEC’s work on the city website <br />41which was vitally needed and had been accomplished, along with the work she <br />42anticipated from the notification task force, Councilmember McGehee opined <br />43there was little need for a group to work on community engagement and involve- <br />44ment as long as the City Council now had policies in place.
