April 20, 2016
Item 6.a
Essay Contest

Background

Last fall, the Human Rights Commission submitted the annual human rights question to area
middle schools.

We have the right to vote in the USA. But sadly, less than 60% of the American people
participate in voting. Why do you think voting is an important freedom and what are
your suggestions or ideas to increase voter participation in the USA?

Essay should include at least 2 reasons why you think the freedom to vote is important
plus
at least 2 ideas or suggestions to increase voter participation in the USA.

Learn more about voting and find supporting evidence for your essay via: Universal
Declaration of Human Rights or 1965 Voting Rights Act, newspapers, magazines, books,
radio /TV segments or documentaries, personal interviews and legitimate online sources
(not Wikipedia).

The Commission received 113 essays from the middle schools in the Roseville school district.
Commissioners read and graded each essay.

Twelve students scored 76 points or higher out of 110 possible points. A tally of their scores is
attached.

Action Requested

Review top essay scores and determine which essays receive first, second and third place and
determine how many honorable mentions to award.
