Regular City Council Meeting <br />Monday, August 22, 2016 <br />Page 20 <br />How to Define "Under-represented Communities" <br />Councilmember McGehee noted this was an interesting topic to her, given the <br />older demographic of the community, whether living independently or in assisted <br />living, but still an under-represented group at least in terms of their civic engage- <br />ment. However, Councilmember McGehee she would also include handicapped <br />residents, those with mental illness, dementia or other categories. While there are <br />some efforts already underway in the community (e.g. CHAT) to make a more <br />friendly and inclusive community, Councilmember McGehee suggested the CEC <br />speak to various organizations throughout the community to better inform their <br />definition. <br />Councilmember Etten noted the residents seen at community programs or events <br />that were not typically seen at City Council meetings; and suggested looking at <br />the demographic breakdown of those events to see what is missing. Coun- <br />cilmember Etten opined it was fair to say there were senior facilities in the com- <br />munity that needed to positively connect with their municipal government and <br />community as a whole. <br />Mayor Roe agreed that seniors and shut-ins were groups to look at; and agreed <br />with Councilmember Etten that those observed at Council meetings didn't neces- <br />sarily represent the broader community. By engaging residents earlier in process- <br />es, Mayor Roe suggested would serve to passively recruit them for further in- <br />volvement in various roles down the road. Mayor Roe opined that the better the <br />city did in upfront involvement, the easier it would be to interest people in more <br />formal involvement in the city and its government. <br />Feedback on the "I Am Roseville" Community Photo Idea <br />Councilmember Willmus stated "I love that idea;" and expressed his interest in <br />seeing how the CEC ran with it. Councilmember Willmus offered his encour- <br />agement for the CEC to explore the idea; but clarified that the City of Roseville <br />no longer had a chamber of commerce, but noted there were certainly other <br />chambers and groups to work with. <br />Councilmember Laliberte expressed her interest in the idea as well, even though <br />the City Council typically steers the CEC away from projects, stating it was there- <br />fore a good question for the CEC to bring forward. In the future, Councilmember <br />Laliberte suggested some thought should be given to the CEC's annual pursuit of <br />one interesting idea toward community engagement. Being familiar with the <br />Lake Street USA project referenced, as well as the I Am St. Paul campaign Coun- <br />cilmember that she suggested they also look into as another resource, Coun- <br />cilmember Laliberte noted the need in marketing to make sure photo release <br />forms are processed for any images used. <br />
