Regular City Council Meeting <br />Monday, August 22, 2016 <br />Page 28 <br />Finance Director Chris Miller referenced the RCA and summary form provided <br />for the 2017 budget and tax levy as Attachment A. Mr. Miller advised that staff <br />had no presentation, but was available to respond to questions; with the intent of <br />this public hearing to solicit public comment for consideration as the budget pro- <br />cess proceeds. Mr. Miller noted four meetings on the budget had been held to- <br />date before tonight's public hearing; with information also provide to residents in <br />a detailed city newsletter article and budget comment cards, as well as online, also <br />seeking public input. <br />Mayor Roe reviewed the city's 2016 budget and proposed 2017 budget by com- <br />parison with essentially no change from 2016 to 2017 using revised numbers; and <br />current levy increase projected at a net of 5.5% based on current assumptions and <br />available data. <br />Finance Director Miller noted Capital Improvement Program (CIP) adjustments <br />since presentation of the City Manager-recommended budget deferring some <br />items and reducing the initial projections; as well as use of existing reserves to- <br />ward the levy that further reduced the projected budget and levy far 2017. <br />Mayor Roe opened and closed the public hearing at approximately 8:57 p.m. for <br />the purpose of receiving public input on the 2017 budget and tax levy; with no <br />one appearing for or against. <br />Mayor Roe reviewed the 2017 budget calendar, noting this was not the last oppor- <br />tunity for public comment; and outlined "next steps" in the process prior to final <br />adoption of the budget in December. <br />14. Business Items (Action Items) <br />a. Public Right-of-Way ADA Transition Plan <br />Assistant Public Works Director Jesse Freihammer presented a City of Roseville <br />Americans with Disabilities Act (ADA) Transition Plan for facilities within the <br />public right-of-way, as required by the ADA, and as detailed in the RCA and At- <br />tachment A. <br />As noted in the plan (Attachment A), Mr. Freihammer reviewed its purpose to <br />provide a framework for cit inspection, inventorying and upgrading public facili- <br />ties in city rights-of-way to make them compliance with ADA laws. Mr. Frei- <br />hammer noted the majar infrastructure components of the transition plan involved <br />pedestrian curb ramps, trails and sidewalks citywide. Mr. Freihammer sought <br />feedback from the City Council on the draft p1an. <br />Councilmember McGehee requested changing "grievance" procedure (Attach- <br />ment A, page 2) to "request" procedure to make language more user-friendly. <br />
