Attachment B <br />1Guidelines shall not automatically mean compliance with such separate policies. <br />2 <br />3E.The City may deviate from the job and wage goals criteriaoutlined in Section 2 D <br />4and E below by documenting in writing the reason(s) for the deviation. The <br />5documentation shall be submitted to the Department of Employment and <br />6Economic Development with the next annual report. <br />7 <br />8F.The Citymay amend this document at any time. Amendments to these criteria are <br />9subject to public hearing requirements contained in the Statutes. <br />10 <br />2.BUSINESS SUBSIDY PUBLIC PURPOSE, JOBS AND WAGEREQUIREMENT <br />11 <br />12 <br />13A.All business subsidies must meet a public purpose with measurable benefit to the <br />14City as a whole. <br />15 <br />16B.Job retention may only be used as a public purpose in cases where job loss is <br />17specific and demonstrable. The City shall document the information used to <br />18determine the nature of the job loss. <br />19 <br />20C.The creation of tax base shall not be the sole public purpose of a subsidy. <br />21 <br />22D.Unless the creation of jobs is removed from a particular project pursuant to the <br />23requirements of the Statutes, the creation of jobs is a public purpose for granting a <br />______ <br />24subsidy. Creation of at leastFull Time \[or Full Time Equivalents\] (FTEs) <br />25job is a minimum requirement for consideration of assistance. <br />26 <br />27E.The wage floor for wages to be paid for the jobs created shall be not less than <br />% <br />28\[_____of the State of MNMinimum Wageor $_____/hour\]. The City will <br />29seek to create jobs with higher wages as appropriate for the overall public purpose <br />30of the subsidy. Wage goals may also be set to enhance existing jobs through <br />31increased wages, which increase must result in wages higher than the minimum <br />32under this Section. <br />33 <br />34F.After a public hearing, if the creation or retention of jobs is determined not to be a <br />35goal, the wage and job goals may be set at zero. <br />36 <br />3.SUBSIDY AGREEMENT <br />37 <br />38 <br />39A.In granting a business subsidy, the Cityshall enter into a subsidy agreement with <br />40the recipient that provides the following information: wage and job goals (if <br />41applicable), commitments to provide necessary reporting data, and recourse for <br />42failure to meet goals required by the Statutes. <br />43 <br />44B.The subsidy agreement may be incorporated into a broader development <br />45agreement for a project. <br />46 <br />47C.The subsidy agreement will commit the recipient to providing the reporting <br />48information required by the Statutes. <br />49 <br /> <br />
