<br />Planning Commission Regular Meeting <br />1 <br />City Council Chambers, 2660 Civic Center Drive <br />2 <br />Minutes – Wednesday, July 13, 2016 – 6:30 p.m. <br />3 <br /> <br />1. 1. Call to Order <br />4 <br />Chair Boguszewski called to order the regular meeting of the Planning Commission meeting at <br />5 <br />6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />6 <br />2. Roll Call <br />7 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />8 <br />Members Present: <br /> Chair Michael Boguszewski; Vice Chair Shannon Cunningham; and <br />9 <br />Commissioners James Daire, Robert Murphy, Chuck Gitzen, James Bull, <br />10 <br />and Julie Kimble <br />11 <br />Staff Present: <br /> City Planner Thomas Paschke and Interim Community Development <br />12 <br />Director Kari Collins <br />13 <br />3. Communications and Recognitions: <br />14 <br />a. From the Public (Public Comment on items not on the agenda) <br />15 <br />None. <br />16 <br />b. From the Commission or Staff <br />17 <br />Member Gitzen commended Member Cunningham on her service last month as Vice <br />18 <br />Chair of the Commission in the absence of Chair Boguszewski; with those sentiments <br />19 <br />shared by Chair Boguszewski based on his review of the meeting tape. <br />20 <br />Member Bull went on record expressing his appreciation of the recent joint meeting of the <br />21 <br />Commission with the City Council. Member Bull noted the opportunity this provided to <br />22 <br />share with and hear from the City Council on the work being done by the Commission <br />23 <br />and to receive their guidance going forward. <br />24 <br />Specific to the community survey results received at that particular City Council meeting, <br />25 <br />Member Bull expressed his personal appreciation of the work being done by the city and <br />26 <br />took pride in the Commission’s part with the community satisfaction in general as <br />27 <br />expressed by the survey. <br />28 <br />For the benefit of the listening public, Chair Boguszewski elaborated on the community <br />29 <br />survey results heard at the last City Council meeting, which had coincided with their joint <br />30 <br />meeting with the Planning Commission. Chair Boguszewski reported that the periodic <br />31 <br />community survey had shown favorable comments related to leadership and governance <br />32 <br />by the City Council, satisfaction with city staff, and overall improvement in most city <br />33 <br />services being provided. According to the survey firm, Chair Boguszewski advised that <br />34 <br />they found the Roseville survey showing much more satisfaction than many other <br />35 <br />metropolitan communities with whom they worked; ranking it among the top 2-3 <br />36 <br />community surveys they had recently done. Chair Boguszewski noted this provided a <br />37 <br />strong testament to the current City Council and their efforts; and by association, the <br />38 <br />work of the Planning Commission and other advisory commissions making <br />39 <br />recommendations to the City Council. <br />40 <br />Member Murphy shared the comments and observations of Chair Boguszewski. <br />41 <br />Staff Update - Comprehensive Plan Request for Proposals (RFP) <br />42 <br />Interim Community Development Director Kari Collins shared a staff presentation from <br />43 <br />the June 13, 2016 City Council. Ms. Collins noted this answered many of the previously- <br />44 <br />expressed questions of the Commission, and outlined options for this update and those <br />45 <br />chapters needing assistance from outside consultants. Ms. Collins noted the Planning <br />46 <br />Commission would be asked for input throughout the process, specific to land use, <br />47 <br />zoning and development updates; and provided a proposed timing for the process prior to <br />48 <br />submission to the Metropolitan Council by December 31, 2018. <br />49 <br /> <br />
