Planning Commission Regular Meeting 1 City Council Chambers, 2660 Civic Center Drive 2 Minutes – Wednesday, July 13, 2016 – 6:30 p.m. 3 1. 1. Call to Order 4 Chair Boguszewski called to order the regular meeting of the Planning Commission meeting at 5 6:30 p.m. and reviewed the role and purpose of the Planning Commission. 6 2. Roll Call 7 At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 8 Members Present: Chair Michael Boguszewski; Vice Chair Shannon Cunningham; and 9 Commissioners James Daire, Robert Murphy, Chuck Gitzen, James Bull, 10 and Julie Kimble 11 Staff Present: City Planner Thomas Paschke and Interim Community Development 12 Director Kari Collins 13 3. Communications and Recognitions: 14 a. From the Public (Public Comment on items not on the agenda) 15 None. 16 b. From the Commission or Staff 17 Member Gitzen commended Member Cunningham on her service last month as Vice 18 Chair of the Commission in the absence of Chair Boguszewski; with those sentiments 19 shared by Chair Boguszewski based on his review of the meeting tape. 20 Member Bull went on record expressing his appreciation of the recent joint meeting of the 21 Commission with the City Council. Member Bull noted the opportunity this provided to 22 share with and hear from the City Council on the work being done by the Commission 23 and to receive their guidance going forward. 24 Specific to the community survey results received at that particular City Council meeting, 25 Member Bull expressed his personal appreciation of the work being done by the city and 26 took pride in the Commission’s part with the community satisfaction in general as 27 expressed by the survey. 28 For the benefit of the listening public, Chair Boguszewski elaborated on the community 29 survey results heard at the last City Council meeting, which had coincided with their joint 30 meeting with the Planning Commission. Chair Boguszewski reported that the periodic 31 community survey had shown favorable comments related to leadership and governance 32 by the City Council, satisfaction with city staff, and overall improvement in most city 33 services being provided. According to the survey firm, Chair Boguszewski advised that 34 they found the Roseville survey showing much more satisfaction than many other 35 metropolitan communities with whom they worked; ranking it among the top 2-3 36 community surveys they had recently done. Chair Boguszewski noted this provided a 37 strong testament to the current City Council and their efforts; and by association, the 38 work of the Planning Commission and other advisory commissions making 39 recommendations to the City Council. 40 Member Murphy shared the comments and observations of Chair Boguszewski. 41 Staff Update - Comprehensive Plan Request for Proposals (RFP) 42 Interim Community Development Director Kari Collins shared a staff presentation from 43 the June 13, 2016 City Council. Ms. Collins noted this answered many of the previously- 44 expressed questions of the Commission, and outlined options for this update and those 45 chapters needing assistance from outside consultants. Ms. Collins noted the Planning 46 Commission would be asked for input throughout the process, specific to land use, 47 zoning and development updates; and provided a proposed timing for the process prior to 48 submission to the Metropolitan Council by December 31, 2018. 49
