RHRA Meeting <br />Minutes – Monday, August 29, 2016 <br />Page 29 <br /> <br />Regarding rezoning, President Roe clarified that the city could rezone <br />properties at any time, and had already set a precedent for that, based on <br />community guidance and with a comprehensive plan change requiring City <br />Council super-majority vote. If the city initiated some type of use and <br />comprehensive plan designation, President Roe noted it had to involve the <br />neighborhood; and opined he wouldn’t want to be so disrespectful of the <br />neighborhood to rezone it to get it done fast without their feedback and <br />participation. However, President Roe opined he thought such a process could <br />be accomplished before year-end unless the City sought an extension from the <br />Department of Military Affairs. <br /> <br />However, President Roe opined he couldn’t see the city acquiring this <br />property, noting it wasn’t anything the city was looking for that fit in; and <br />expending money now to see if the condition of the building was good or bad, <br />didn’t make sense to him. <br /> <br />Member McGehee noted one more partnership not yet discussed was that of <br />the School District. Member McGehee stated she had talked to their <br />representatives, and advised that is a potential partner that should be <br />considered and who could assist in setting up neighborhood meetings, as well <br />as in assessing the building’s condition. <br /> <br />Member McGehee stated that the city didn’t have to go out with an RFP for <br />technical review. <br /> <br />REDA Executive Director Trudgeon agreed that was true under state bidding <br />law thresholds, but was not in accordance with city policy requiring and RFP <br />for professional services. <br /> <br />Member McGehee reiterated her interest in spending a reasonable amount of <br />money to obtain a firm to provide technical information before meeting with <br />the neighborhood, but beyond a hazardous material review. <br /> <br />At the request of Member Laliberte, Member Etten responded regarding <br />School District No. 623’s facilities review and space needs, which he and City <br />Manager Trudgeon both served on. From his perspective, Member Etten noted <br />the School District had a significant series of decisions to make with existing <br />facilities, making him hard pressed to think they would want to take on another <br />aging facility, nor how interested they might to be involved in the process. <br /> <br />Public Comment <br />Jim Moncur (SP?) 294 N McCarrons <br />As Secretary to the Lake McCarrons Neighborhood Association, Mr. Moncur <br />reported on discussions in their neighborhood as to the future of the armory, <br />including worst and best case scenarios.
