<br /> <br />Regular City Council Meeting Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, September 19, 2016 <br />1. Roll Call <br />Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br />Order: Willmus, Laliberte, Etten, McGehee and Roe. City Manager Patrick Trudgeon <br />and City Attorney Mark Gaughan were also present. <br /> <br />Mayor Roe noted that, due to a scheduling conflict, Councilmember Etten would be ar- <br />riving to the meeting later; arriving at approximately 7:49 p.m. <br /> <br />2. Pledge of Allegiance <br /> <br />3. Approve Agenda <br />Willmus moved, McGehee seconded, approval of the agenda as presented. <br /> <br /> Roll Call <br />Ayes: <br />Willmus, Laliberte, Etten, McGehee and Roe. \\ <br />Nays: <br />None. <br /> <br />4. Public Comment <br /> <br />Mayor Roe called for public comment by members of the audience on any non-agenda <br />items. <br /> <br /> <br />a.Owen Bachhuber, 2223 Marion Road <br />A junior at Roseville Area High School, Mr. Bachhuber spoke to the Pet Store <br />Regulation and Licensing Discussion scheduled later on tonight’s agenda. Mr. <br />Bachhuber stated he was a strong advocate for conservation and the humane care <br />of animals; and read a prepared statement in support of the sale and dogs as out- <br />lined in the sample ordinance provided by the Minnesota Chapter of the Humane <br />Society of America (HAS) as Attachment B. However, Mr. Bachhuber opined <br />that other areas of the proposed ordinance restricting reptile sales were unneces- <br />sary, and that the sample ordinance was too broad in restricting other animal sales <br />beyond alligators and venomous snakes. Mr. Bachhuber offered to work with the <br />city to capture adequate language that would address the immediate concerns re- <br />lated to humane animal treatment and reasonable restrictions. <br /> <br /> <br />b.Brad Koland, 1926 Gluek Lane <br />Mr. Koland submitted a formal Ethics Complaint to City Attorney Mark <br />Gaughan, and spoke to the things he had learned throughout the process of seek- <br />ing a minor lot subdivision and consideration of that request by the City Council. <br />Mr. Koland alleged false statements made in the public record, outlined in his <br />findings of facts. <br /> <br /> <br />
