Mr. Freihammer <br />stated the floodway is defined based on what they know the elevation goes to. <br />That is typically when it is going over and outside of the wetland area. In general, <br />the floodway is at a higher elevation than the wetland. <br /> <br />Councilmember McGehee stated she is trying to understand how DNR regulations <br />and wetland regulations dovetail with the City’s Shoreland Ordinance. Mr. Frei- <br />hammer stated they would have to make sure any disturbances are outside of that <br />25-foot distance from the edge of the wetland to meet the wetland and storm wa- <br />ter management sections of Code. <br /> <br />Mr. Freihammer stated he is not sure whether, as part of the Shoreland Ordinance, <br />this is a designated body of water. He does not believe it is. Councilmember <br />McGehee stated she does not know what those State regulations are for wetlands <br />or how much you can do or how close you can go. <br /> <br />Councilmember McGehee stated she has noticed during a heavy rain, the street <br />that runs from Ferris Lane down into North Gluek Lane carries a lot of water di- <br />rectly onto this site. She felt that should be a consideration though she likes to <br />avoid mitigating when possible. Councilmember McGehee stated she is con- <br />cerned about that basin and as she looks at the map, wondered whether the drive- <br />way and parking area are included as part of the setback. In addition, she is dubi- <br />ous about the proposed lot width, thinking it is too schematic given the number of <br />problems and issues with the wetland, water, arbitrary distances, and guess on the <br />lines and final distances. <br /> <br />Mayor Roe asked about the existing storm water system eastbound between Ferris <br />Lane and Gluek Lane. Mr. Freihammer stated there are catch basins and storm <br />water inlets to pick up water at the intersection, which may tie into this location at <br />South Gluek Lane or go around North Gluek Lane but either way, it would con- <br />vey into the same storm system. Mayor Roe asked whether Gluek Lane has curb <br />and gutter. Mr. Freihammer answered in the affirmative and stated it is a 32-foot <br />wide road just like Ferris Lane. <br /> <br />Brad Koland, Applicant and Property Owner at 1926 Gluek Lane <br />Brad Koland stated he is not familiar with the bench handout mentioned by <br />Mayor Roe. Mr. Lloyd stated it was a communication forwarded to him this <br />morning about neighbor’s concerns and alerting them to the time and place of to- <br />night’s meeting. <br /> <br />Mr. Koland stated he will be providing the Council with some additional infor- <br />mation. He opined the proposed subdivision meets all and exceeds most outlined <br />criteria by the City Code. It also addresses the concerns voiced by his neighbors <br />concerning any additional water runoff by the development.
