Roseville Finance Commission <br />Agenda Item <br /> <br />Page 1 of 1 <br /> <br />Memo <br />To: Roseville Finance Commission <br />From: Chris Miller, Finance Director <br />Date: October 11, 2016 <br />Re: Item #7: Consider Revisions to the Finance Commission’s Roles & Responsibilities <br /> <br /> <br /> <br />Background <br />At the September 13, 2016 Finance Commission meeting, the Commission agreed to review its roles and <br />responsibilities based on the conversation held at the joint meeting between the City Council and Finance <br />Commission. <br /> <br />During that conversation, the Council agreed that portions of the Commission’s duties, as defined in City <br />Code Chapter 208, may be unnecessary given other established processes that were in place. One <br />example was the duty described in 208.02, subdivision F which reads: <br /> <br />“Review the annual financial information, the annual audit report and management letter, <br />the adequacy and effecti veness of financial controls . . .” <br /> <br />In this example, it was recognized that this function is a role already performed by the City’s independent <br />financial auditors in accordance with state statutes and Office of the State Auditor regulations. <br /> <br />The Commission is asked to review City Code section 208.02 to determine whether any changes are <br />warranted. And if so, to forward those proposed changes to the City Council for consideration. A copy <br />of this Code section is include in Attachment A. <br /> <br />It is suggested that the Commission undertake this discussion with the recognition that your primary role <br />is to advise the City Council. Ultimately, your efforts should be linked to issues of Council importance. <br />It is also suggested that you consider the roles of other advisory commissions given the likelihood of one <br />or more overlapping issues. Attachment B describes the roles of the other advisory commissions. <br /> <br />Staff Recommendation <br />Not applicable. <br /> <br />Requested Commission Action <br />For information purposes only.
