Finance Commission Minutes <br />September 13, 2016 – Draft Minutes <br />Page 5 of 6 <br /> <br />Chair Schroeder stated based on the joint meeting with the City Council the Commission may 182 <br />want to consider revising their roles and responsibilities in the Charter and this would be added 183 <br />to the October Commission agenda. She stated the Commission has not reviewed the Investment 184 <br />Policy. 185 <br /> 186 <br />Finance Director Miller stated the Commission had reviewed the policy but there were no 187 <br />changes recommended. The Council direction to perform a performance review of the 188 <br />investments is new. 189 <br /> 190 <br />Commissioner Zeller stated the Council would like to have the CIP looked at in a 3- to 5-year 191 <br />term. The Commission currently reviews the CIP over a 10-year period. 192 <br /> 193 <br />Commissioner Bachhuber suggested looking at CIPs for other communities to review the level of 194 <br />detail and format they provide. 195 <br /> 196 <br />Finance Director Miller stated it would help guide this process to know what the Commission 197 <br />would find valuable. 198 <br /> 199 <br />Commissioner Bachhuber stated the Commission may not know what would be valuable until 200 <br />they review the information. He suggested doing some research into how other cities present 201 <br />their CIPs. 202 <br /> 203 <br />Chair Schroeder asked if there had been any updates or changes to the budget. 204 <br /> 205 <br />Finance Director Miller stated the Council had adopted the preliminary budget and they will 206 <br />make a final decision later in the year. He explained the not to exceed amount was down slightly 207 <br />from the City Manager’s recommended budget because there were some capital items that had 208 <br />been slated for 2017 and these have been pushed to 2018 or 2019. The water and sewer rates 209 <br />will be reviewed by the Council in November. 210 <br /> 211 <br />Chair Schroeder stated the Council had requested the Commission review the format and content 212 <br />of the budget comment card and article in the July/August City Newspaper and recommend 213 <br />modifications. 214 <br /> 215 <br />Commissioner Zeller suggested adding this discussion to the January/February agenda. 216 <br /> 217 <br />Commissioner Hodder asked if the Commission would be continuing discussions on a dashboard 218 <br />concept. He expressed concerns with the variances and the notes that would need to be included 219 <br />when presenting this information to the public. 220 <br /> 221 <br /> 222 <br />Identify Discussion Items for the October 11, 2016 Meeting 223 <br /> 224 <br />Chair Schroeder stated October’s agenda included the EDA budget discussions, rewriting the 225 <br />Commission’s Charter, and the Investment Policy and Performance discussion. 226 <br />Item 3: Attachment A
