As a worst case scenario from his perspective, Mr. Lloyd noted that <br />463 <br />could be as part of the overall comprehensive plan update. While that may be the <br />464 <br />wrong level to consider regulations, Mr. Lloyd noted it may be a good opportunity <br />465 <br />to include that discussion as part of the community engagement process for the <br />466 <br />comprehensive plan update, allowing citizens to provide feedback on how they felt <br />467 <br />about temporary housing options or health care dwellings, that would <br />468 <br />subsequently inform the process in writing those regulations. With the early <br />469 <br />stages of the comprehensive plan update and community engagement process <br />470 <br />starting later this fall, Mr. Lloyd advised that the soonest staff could be prepared <br />471 <br />with draft language would be a minimum of two months. <br />472 <br />Chair Boguszewski suggested, if the timing for inviting public comment could be <br />473 <br />parallel to the comprehensive plan update process that would be fine. However, <br />474 <br />Chair Boguszewski questioned whether this may become lost within that larger <br />475 <br />discussion. Therefore, Chair Boguszewski suggested this topic run parallel to the <br />476 <br />comprehensive plan process, but not part of it. Chair Boguszewski suggested a <br />477 <br />task force advising this particular topic may be the most useful, such as the task <br />478 <br />force currently advising about the golf course and clubhouse. Chair Boguszewski <br />479 <br />noted this would provide a broader spectrum for the Planning Commission and <br />480 <br />City Council to receive that feedback. <br />481 <br />Member Murphy stated his preference to have this underway sooner than the <br />482 <br />comprehensive plan due date; opining the commission should be able to gather <br />483 <br />public comment and draft language for consideration and bring a recommendation <br />484 <br />forward before the twelve months allowed for the comprehensive plan update <br />485 <br />process. <br />486 <br />Chair Boguszewski closed the public hearing at 7:57 p.m.; no one spoke for or <br />487 <br />against. <br />488 <br />MOTION <br />489 <br />Member Murphy moved, seconded by Member Cunningham to recommend <br />490 <br />to the City Council APPROVAL of an amendment to City Code, Chapter <br />491 <br />1011.12 (Additional Standards for Specific Uses in All Districts), Item H <br />492 <br />(Temporary Family Health Care Dwellings) pursuant to authority granted by <br />493 <br />Minnesota Statutes, Section 462.3593, Subdivision 9, the City of Roseville <br />494 <br />opts-out of the requirements of Minnesota Statute, Chapter 362.3593, which <br />495 <br />defines and regulates Temporary Family Health Care Dwellings. <br />496 <br />Ayes: 7 <br />497 <br />Nays: 0 <br />498 <br />Motion carried <br />499 <br />6.
